CALL TO ORDER
Mayor Pizzillo called Day 1 of the Retreat to order at 1:00 p.m.

WELCOME
Agenda Review
Norms & Expectation for the Retreat
Mayor Pizzillo welcomed the group.
City Manager Julie Karins explained the goals for the retreat.
2.
VISIONING CONVERSATION
What project /program/initiative that Goodyear has pursued are you most proud?
Is there anything Goodyear is not doing that we should consider doing?
Is there anything Goodyear is currently doing but could be doing better?
Council reflected on the accomplishments of the organization over the last several years which included new City Hall and Library, the Recreation Center and over $250M in infrastructure projects. Council included programs such as the Crisis Response Team, working towards the Human Services Master Plan and a navigator for the services.
Council spoke about the things they would like to see that haven't been enacted yet. Council spoke about the city being good about identifying issues and creating plans to address them. They spoke about more futuristic planning being a good next step. They spoke about actively pursuing what is determined to be wanted in the city. Council added that more information should be provided to the public on what the city does and how it is financed.
Council spoke about things that could be done better which included sharing streets and transportation information with the public. Council added that strategic discussions and a good strategic plan would be helpful.
Council discussed multi-family housing and discussed strategies. They discussed the design guidelines and asked about the project to update design guidelines. Council discussed and provided consensus to move the update of the design guidelines to begin this fiscal year rather than next.
Council discussed the transportation corridors and moving forward with improving traffic flows. They discussed Prop 400E funding for transportation projects and the need to have transportation options for those folks who do not drive.
Council also spoke about opportunities to purchase land and annex land to be better positioned in the future.
Council recessed at 2:42 p.m.
Mayor Pizzillo reconvened the retreat at 3:02 p.m.

GOVERNANCE PRINCIPLES
Governing Relations System
Council Rules of Procedure
Council discussed the Governance Relations System (GRS) document and the expectations of the Council.
Council reviewed the Council Rules of Procedure document last updated in 2018 and provided direction to staff to incorporate the GRS into the Procedure document and include codifying the selection of a member of the Council to serve as Vice-Mayor to occur in January and annually.
4.
BALLPARK VISIONING
Opportunities for new city-owned 46 acres surrounding the Ballpark
Development Services Director Christopher Baker reviewed possible land use around the Ballpark. Council had a robust conversation on what they would like to see in the area and provided input on variations and additions to the suggested plan.
ADJOURNMENT
There being no further business to discuss, Mayor Pizzillo adjourned the Council Retreat at 4:31 p.m.
