CALL TO ORDER
The meeting was called to order by Vice Chairman Joseph Hester at 6:00 p.m.

PUBLIC COMMENTS

This is the time for citizens who would like to address the Board on any non-agenda item within the jurisdiction of the Board. The Board will listen to comments, and may take any one of the following:

• Request that staff investigate and report on the matter
• Request that the matter be scheduled for on a future agenda.

APPROVAL OF MINUTES

FACILITIES CAPITAL FUNDING
Deputy Finance Director Jared Askelson presented an overview of the current 5-year Capital Improvement Project (CIP) funding amounts for Facilities, broken down by funding source and the allocations for Facilities. Discussion was held about funding amounts and the use of Capital funds for current and future projects and improvements.

FACILITIES CAPITAL PLAN
Deputy Public Works Director Tony Mena presented an overview of the current status of the Goodyear Facilities Master Plan. The committee received information on the primary focus areas of the Facilities Master Plan, an update of current projects and recommendations for the improvement and re-purposing of existing facilities. Photos and mapping of existing and future planned locations were provided for reference.

FACILITIES PRIORITIES
Deputy Finance Director Jared Askelson provided a list of Facilities Projects planned for years 2024-2028 and reviewed funding sources and estimated costs.
5.
FINANCIAL UPDATE
Deputy Finance Director Jared Askelson provided the Committee with a financial overview of the City's current voter authorization and estimated debt capacity. The Committee reviewed information on property tax rate guidelines, current available property tax and existing debt service.
6.
REVISIT COUNCIL DIRECTION
Deputy Director of Finance Jared Askelson presented the Committee with a review of the next steps to prepare for Council direction and provided examples of prior ballot questions.

NEXT MEETING
The next of meeting of the Citizen Bond Exploratory Committee is to be held on March 2nd at 6:00 p.m. in the Canyon Trails Conference Room.
ADJOURNMENT
There being no further business to discuss, Vice Chairman Joseph Hester adjourned the meeting at 7:47 p.m.
