RESOLUTION APPROVING THE 2024 ASSISTANCE TO FIREFIGHTERS GRANT

SUMMARY

The Glendale Fire Department has submitted an application for 2024 Assistance to Firefighters Grant (“AFG”) through FEMA on behalf of all the west valley fire departments. The grant will provide funds for regional education and development training opportunities such as implementing NFPA 1021, Fire Instructor I and Fire Officer I &II / Leadership for the purpose of protecting the health and safety of the public, and first responder personnel against fire and fire related hazards. The Glendale Fire Department has provided a Memorandum of Understanding ("MOU") outlining the federal share, department cost share, and number of participants per department.

RECOMMENDATION

ADOPT RESOLUTION NO. 2025-2446 RATIFYING THE CONDITIONAL APPROVAL AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE 2024 ASSISTANCE TO FIREFIGHTERS GRANT (“AFG”) REGIONAL GRANT AWARD, TO THE GLENDALE REGIONAL FIRE DEPARTMENT ON BEHALF OF WEST VALLEY CITIES, AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATING TO SAID APPLICATION, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT (IF GRANT FUNDS ARE AWARDED), AND AUTHORIZING THE CITY MANAGER TO APPROVE THE REQUIRED BUDGET TRANSFER (IF GRANT FUNDS ARE AWARDED). STIPULATIONS

The City of Goodyear’s share of the grant is $285,225.53. There is a requirement that each west valley city agree to a 15% match of their award, which creates a match from Goodyear Fire totaling $35,733.83 for up to 24 students, per the Memorandum of Understanding (“MOU”) of the 2024 Assistance to Firefighters Regional Grant Award. The required grant match amount will be absorbed in the department’s base budget.

FISCAL IMPACT

The total cost requested from Glendale was approximately $2,705,385 ($11,742 per firefighter). The City of Goodyear’s share of the grant is $285,225.53. There is a requirement that each west valley city agree to a 15% match of their award, which leave the city of Goodyear’s match totaling $35,733.83, absorbed in the department’s base budget.

BACKGROUND AND PREVIOUS ACTIONS

The Glendale Regional Fire Department submitted the “AFG” grant award to FEMA on behalf of all west valley cities for regional education and development training funding. The MOU identifies the federal share and each department cost share, as well as the number of students/instructors eligible to participate in the available training.

STAFF ANALYSIS

The Goodyear Fire department supports the submission to request the “MOU” grant award submission for regional education and development training. It is a mutual benefit between the Goodyear Fire Department, Glendale Regional Fire Department and all other west valley cities to accept and utilize the grant award. Resolution to adopt this grant award is included as (Attachment A). The MOU is also included as (Attachment B).
