1.
GOODYEAR MUNICIPAL COURT FY24 EXECUTIVE SUMMARY
Presiding Judge Manuel Delgado gave an update on judicial branch activity for the Goodyear Municipal Court for FY2024. He discussed the court performance objectives and operational highlights including filing and caseload volume, statewide court ranking, and areas of focus.
Court Administrator Crystal Whelan highlighted the Court's temporary facility improvements building which included increased capacity for public seating, a conference room, a breakroom for staff, addition of two workspaces, and installation of a permanent counter.
Mr. Delgado discussed the Court's efforts to enhance employee engagement which included updating the Court's mission and vision statements.
Council discussed staffing and turnover, specialty courts, workspaces, criminal traffic violations.
In response to Council inquiry, City Attorney Roric Massey explained that the city has three prosecutors with 50 percent of their time dedicated to court hearings and the other time allotted for administrative duties such as reviewing cases, victim outreach, appeals and motions.

FY2026 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
Community Partnerships Program Manager Christina Panaitescu reviewed the Community Development Block Grant (CDBG) program which included the Program Year 2021-2025 Five-Year Consolidated Plan and a review of previously approved projects. Ms. Panaitescu explained that the CDBG activities must benefit low-to-moderate individuals, households, or areas, and provided information on the FY2026 proposed project to expand the Southwest Valley YMCA's early learning program.
Council inquired about past proposed projects, including waterline replacements in Historic Goodyear and Loma Linda pool improvements. They also discussed the potential use of CDBG funds for a future senior center, as well as the YMCA pool agreement and Goodyear residents utilizing the YMCA.
In response to Council inquiry, Garrett Brolsma, Vice President of Operations for Valley of the Sun YMCA, stated that after the first year, the YMCA would assume the costs, including salary increases for teachers. Kristen Gray, Vice President of Child Care for Valley of the Sun YMCA, provided information on current enrollment for Goodyear residents in the early learning center program.
Council expressed support for the proposed project.
Ms. Panaitescu outlined the next steps, which include a public comment period, a Public Hearing, and final adoption of the plan by the Council.

There being no further business to discuss, Mayor Pizzillo adjourned the Work Session at 5:59 p.m.
