Chairman Millette called the meeting to order at 5:33 p.m.

2025 MEETING SCHEDULE AND ATTENDANCE EXPECTATIONS (COMMISSIONER JOHN COX)
Commissioner John Cox reviewed the 2025 meeting schedule and attendance expectations with the commission. The commissioners discussed moving the day of the meeting from Wednesday to Thursday. The commissioners evaluated the current attendance expectations and agreed to maintain in-person and virtual options.

ADAPTIVE PROGRAM UPDATE (ADAPTIVE COORDINATOR LUKE PARKER)
Adaptive Coordinator Luke Parker provided an update on the Adaptive Program, highlighting partnerships with Microsoft and the associated funding that has enabled the purchase of supplies and uniforms for the Goodyear Road Runners. He mentioned that past end-of-season celebrations have reached capacity, with over 200 attendees, including participants and their families. Over the past year, participation in the program has nearly doubled across all sports offered. By expanding participation to include both residents and non-residents, the programs can operate at full capacity and provide a high-quality experience for all participants.

BULLARD WASH TRAIL UPDATE (DEPUTY DIRECTOR DAVID SEID)
Parks & Recreation Deputy Director David Seid provided a Bullard Wash Trail update. Deputy Director Seid walked through the new Trails sub-page on the Parks & Recreation website. The Bullard Wash Master Plan Project page was highlighted where information will be updated as the project progresses.

PARKS DEPARTMENT ORGANIZATIONAL UPDATE (PARKS & RECREATION DIRECTOR NATHAN TORRES)
In the absence of Parks & Recreation Director, Nathan Torres, Deputy Director Seid provided a department organizational update. He announced that Neighborhood Services will be integrated into the Parks & Recreation Department and presented an updated organizational chart reflecting this addition.
INFORMATION ITEMS
Commissioner Sharolyn Hoham shared feedback from residents, noting that the registration process for classes offered by the City of Goodyear is somewhat challenging, often leading to individuals being unable to register. She also mentioned that finding a contact number for assistance with registration issues can be difficult. Commissioner Hoham also reported a safety concern at the Loma Linda Community Room. She mentioned that during night class, some instructors have experienced interference and loud pounding on the door when individuals attempt to enter the building without being registered for a program. Additionally, it was reported that assistance from Park and Recreation staff was inadequate in addressing the issue. Deputy Director Seid assured Commissioner Hohman that the issue would be reviewed and addressed. Commissioner Brian Murphy shared that the Estrella Mountain Regional Park Master Plan survey is underway but not easily found on the county website, however, it can be found on westvalleyalliance.org.
