Members of the public may address the City Council regarding any non-agenda item within the jurisdiction of the City Council. The City Council will listen to comments and may take any of the following actions:

Respond to criticism.
Request that staff investigate and report on the matter.
Request that the matter be scheduled on a future agenda.

AGENDA ITEMS
Members of the public may address the City Council regarding any item on the Consent, Public Hearing and/or Business portions of the agenda. Each speaker's name will be called in turn once the item has been reached and after City staff have completed their presentation.

PROCEDURES
Pursuant to A.R.S. § 38-431.02, notice is hereby given to the members of the Goodyear City Council and to the general public that the Council of the city of Goodyear will hold a meeting open to the public. Public body members of the city of Goodyear will attend either in person or by telephone conference call and/or video communication. The Goodyear City Council may vote to go into Executive Session, pursuant to A.R.S. § 38-431.03(A)(3), which will not be open to the public, to discuss certain matters. Meetings are conducted in accordance with the City Council Meetings Council Rules of Procedure adopted by Resolution No.2025-2441.

RECOMMENDATION

ADOPT ORDINANCE NO. 2025-1629, CONDITIONALLY REZONING APPROXIMATELY 66.6 ACRES OF PROPERTY LOCATED AT THE NORTHWEST CORNER OF CELEBRATE LIFE WAY AND NORTH LITCHFIELD ROAD FROM GOODYEAR CELEBRATION PLAZA PLANNED AREA DEVELOPMENT TO CELEBRATION PLAZA 1ST AMENDED PLANNED AREA DEVELOPMENT ; AMENDING THE ZONING MAP OF THE CITY OF GOODYEAR; PROVIDING FOR NON-ABRIDGMENT; PROVIDING FOR CORRECTIONS; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE; PROVIDING FOR PENALTIES; AND DIRECTING THE CITY CLERK TO RECORD A COPY OF THIS ORDINANCE. RECOMMENDATION

Approve the FY2026 Annual Public Art Plan as recommended by the Arts & Culture Commission. (Guylene Ozlanski, Deputy Director Parks & Recreation, and Layne Ruiz, Arts & Culture Coordinator)

Pursuant to A.R.S. § 38-431.03(A)(3) and (5): Discussion and consultation with City Attorney for legal advice regarding the Meet and Confer Ordinance and Memorandums of Understanding with employee organizations and for discussion and consultation with the City's designated representatives in order to consider its position and instruct its representatives regarding negotiations with employee organizations regarding salaries, salary schedules or compensation paid in the form of fringe benefits for employees of the City.

Pursuant to ARS 38-431.03(A)(3)(4) & (7) for discussion and consultation for legal advice with the city's attorney; for discussion or consultation with the attorneys of the public body in order to consider its position and instruct its attorneys regarding the public body's position regarding contracts that are the subject of negotiations; and for discussions or consultations with designated representatives of the public body in order to consider its position and instruct its representatives regarding negotiations for the purchase, sale or lease of real property involving the acquisition of land for a future park site.

Pursuant to A.R.S. §38-431.03(A)(3) & (4) for discussion and consultation for legal advice with the city's attorney, for discussion or consultation with the attorneys for the public body to consider its position and instruct its attorneys regarding the public body's position in pending or contemplated litigation or in settlement discussions conducted in order to avoid or resolve litigation regarding contracts related to the collection of ambulance billing matters.

Pursuant to ARS 38-431.03(A)(3)& (4) for discussion and consultation for legal advice with the city's attorney; for discussion or consultation with the attorneys of the public body in order to consider its position and instruct its attorneys regarding the public body's position regarding contracts that are the subject of negotiations regarding a possible intergovernmental agreement related to a joint public safety training facility.
