GREATER PHOENIX ECONOMIC (GPEC) UPDATE

Economic Development Director Wendy Bridges introduced Greater Phoenix Economic Council (GPEC) President and CEO Chris Camacho.
Mr. Camacho reviewed the GPEC organization and its mission to attract and grow quality businesses, and advocate for Greater Phoenix's competitiveness. He reviewed the partnership with communities and investors to help attract companies to the valley. He reviewed active prospects by industries, provided information on new locates, and gave an economic snapshot of the Phoenix area. Mr. Camacho provided a job forecast and reviewed the regional comparisons of the labor force, and highlighted recent projects coming to Goodyear.
Council shared information on the ambassador program and asked how the city could be more competitive. Mr. Camacho suggested continuing investing in the city's infrastructure and planning for the future state of the city, as well as coordination with schools such as WestMEC. He added that the city most closely compares to Dallas and Columbus.

FY2025 STRATEGIC PLAN UPDATE ITEM FOR THE POLICE DEPARTMENT TO STUDY AND EVALUATE THE CREATION OF A REAL-TIME CRIME CENTER

Chief of Police Brian Issitt presented an update on the FY2025 Strategic Plan to study and evaluate the creation of a Real-Time Crime Center (RTCC). Chief Issitt highlighted the benefits of an RTCC, including crime reduction, improved clearance rates, decreased response times, enhanced officer safety, and increased situational awareness. He provided data on current crime trends and research conducted to move forward with the RTCC initiative, which would be known as the Goodyear Real-Time Intelligence and Tactical (GRIT) Center. He discussed the implementation of Phase I, which includes the build-out of the emergency operations center, acquisition of the RTCC platform, purchasing associated hardware, and staffing of the center. He also briefly addressed future expansion plans which would involve adding additional personnel, a drone program, and additional hardware and equipment. Chief Issitt requested Council feedback to move forward with Phase I.
Council discussed the security and features of the RTCC, integration with city traffic signals, opportunities for data-sharing partnerships with business owners, the staffing model, the drone program, and regional collaboration efforts. Council also discussed costs and an outreach plan for the project.
In response to Council inquiry, Finance Director Jared Askelson shared that the ongoing cost for Phase I is approximately $1.4 million, with an additional estimate of $500,000 in one-time funds.
Mayor Pizzillo proposed coordinating a site visit to Glendale for Councilmember Terry and Councilmember Beckles.
Council also discussed competing projects such as the Public Safety Training Facility, and inquired whether Phase I includes plans to update the Police Department's current CAD/RMS system. City Manager Wynette Reed explained that an Executive Session is scheduled to take place on March 24 related to the Public Safety Training Facility and that the training facility would be funded through approved bond allocations.
Chief Issitt explained that the CAD/RMS system is currently through Tyler New World and is used to dispatch officers, report management, and criminal database maintenance. Ms. Reed added that further evaluation of the CAD/RMS system will take place after the GRIT platform is implemented.
City Attorney Roric Massey clarified that traffic camera footage is retained for 14 days per the Arizona State Records Retention Schedule, with separate retention requirements for records used in active cases.
Council requested a Gannt chart outlining the project and corresponding timeframes.
There was Council consensus to move forward with Phase I for inclusion in the FY2026 budget discussions.
Mayor Pizzillo recessed the Work Session at 5:55 p.m.
Mayor Pizzillo reconvened the Work Session at 6:01 p.m.
ADJOURNMENT
There being no further business to discuss, Mayor Pizzillo adjourned the Work Session at 6:30 p.m.
