FY2025 STRATEGIC PLAN – WATER AND WASTEWATER ANALYSIS - 2024 INTEGRATED WATER MASTER PLAN
Water Services Director Barbara Chappell provided an update on the Water Services Department’s Fiscal Year 2025 Strategic Plan action item regarding water and wastewater analysis. Ms. Chappell discussed the current conditions and future needs of the city's water and wastewater systems, highlighting recommendations such as establishing a water policy, maximizing the use of reclaimed water, utilizing Rainbow Valley groundwater, and implementing modifications to Bartlett Dam. She explained that the recommendations were strategies to manage water resources and improve water and wastewater infrastructure within the Goodyear service areas.
Council discussed water conservation and incentive programs, the city's designation of assured water supply, and staying up to date with regional water issues. Council expressed support for the analysis and the recommendations.
In response to Council inquiry, Water Resources and Sustainability Manager Ray Diaz clarified that the city has a turf conversion and incentive program available to HOAs and residents, as well as home irrigation audits. Ms. Chappell explained that Water Services is coordinating with Development Services to integrate water conservation into the Design Guidelines.
Deputy City Manager Kini Knudson provided an update on the next steps for the project. He explained that the Integrated Water Master Plan will help guide future initiatives, highlighting upcoming projects. Mr. Knudson added that it will shape the CIP program for the next five years, aligning with elements of the Strategic Plan and the Water Master Plan to determine next steps.
