PLEDGE OF ALLEGIANCE AND INVOCATION BY MAYOR PIZZILLO
CITIZEN COMMENTS/APPEARANCES FROM THE FLOOR
Goodyear resident and business owner Michael Desi expressed concern about safety in the Rancho Mirage Subdivision and questioned the current staffing levels within the police department.
Mayor Pizzillo informed Mr. Desi of a study underway regarding police officer staffing levels and instructed him to provide his information to Police Chief Rodriguez.
Pro-life Personhood traveling speaker Steven Sidlovsky provided information on the recent Arizona March for Life at the Capitol and requested the Council to consider a Personhood resolution declaring Goodyear a personhood sanctuary.
Goodyear resident Dennis Hudson thanked City Manager Wynette Reed for her follow-up on his previous request to discuss representation and development restrictions in the Mobile area. He requested the City work to preserve the history of Mobile.
Council requested staff include a zoning designation specific to rural areas.
Goodyear resident Anthony DeJesus requested the City reevaluate the Citrus and Indian School Road 4-way stop. City Manager Reed directed Mr. DeJesus to meet with Engineering Director Stephen Scinto for a follow-up.
CONSENT
Council proposed questions on consent item seven regarding the inspection and cleanup of Bullard Wash and item eight regarding the Sarival landscape median installation. Public Works Director Barbara Chappell confirmed that consent item eight is for additional cleanup and City Traffic Engineer Hugh Bigalk provided the location of the median in Curtis Commons.

INTERGOVERNMENTAL AGREEMENT (IGA) BETWEEN BUCKEYE VALLEY FIRE DISTRICT AND THE CITY OF GOODYEAR FOR BACKUP AMBULANCE SERVICES
RECOMMENDATION
Approve and authorize the City Manager or designee to enter into an Intergovernmental Agreement (IGA) between Buckeye Valley Fire District and the City of Goodyear providing backup ambulance transport services to Goodyear residents. (Paul Luizzi, Fire Chief)

RECOMMENDATION
Approve the Final Plat for
Prologis 303 Goodyear
subdividing approximately 114.1 acres into two (2) lots (the “Property”). (Marty Crossland, Interim Deputy Director of Development Engineering)

APPROVE ADDITIONAL EXPENDITURES UP TO $485,300 FOR THE CLEANUP OF BULLARD WASH BETWEEN INTERSTATE 10 AND GILA RIVER (PROJECT #60080)
RECOMMENDATION
Approve additional expenditure of funds up to $485,300 for Capital Improvement Project (CIP) #60080 to perform the maintenance of Bullard Wash to reestablish channel conditions. (Craig Lynch, Stormwater Superintendent; Todd Carpenter, Interim Deputy Public Works Director)

APPROVE EXPENDITURE OF FUNDS FOR PROJECT #42011 SARIVAL LANDSCAPE MEDIAN INSTALLATION
RECOMMENDATION
Approve expenditure of funds up to $800,000 for the Sarival landscape median installation. (Hugh Bigalk, City Traffic Engineer)

FY 2024 ANNUAL PUBLIC ART PLAN
Arts & Culture Administrator Guylene Ozlanski, with support from Arts & Culture Commission Chairperson Fran Fee and Public Art Committee Chairperson Jennifer Barnes, provided highlights from the Fiscal Year (FY)2023 Annual Public Art Plan, the effects public art can have on a community, the goals for public art, and introduced the FY2024 Annual Public Art Plan.
Ms. Ozlanski provided the recommended list of the FY2024 Art Projects. The projects were:
Estrella Parkway Bridge
Fire Station 182 Mosaic Mural
Pop-Ups in the Park
Traffic Cabinet Paintings
She added the future forecast for the Arts & Culture Commission includes an art trail at Goodyear Civic Square (GSQ) and the Ballpark Village Corridor.
Council acknowledged and thanked the city staff and committee for their innovation and enhancement of the Goodyear brand and community and suggested the committee consider extending the art to Mobile to encompass their history and the heart of their community.

APPROVE A GRANT PASS-THRU AGREEMENT BETWEEN THE CITY OF PHOENIX AND THE CITY OF GOODYEAR FOR A MICROTRANSIT PILOT PROGRAM
Project Management Coordinator Christine McMurdy updated the Council regarding the WeRIDE Program and provided information regarding a request for the Council to authorize the City Manager to approve a grant pass-thru agreement between the City of Phoenix and Goodyear for a Microtransit Pilot Program.
Ms. McMurdy noted the successes of marketing and communications and the plans to work with business owners to help continue advertising WeRIDE and how it supports their business. She added the partnership with the City of Surprise, which is also beginning to use the WeRIDE program.
Council praised the program and suggested potential locations and additions to stops offered.

11.
AMENDMENTS TO CHAPTER 15 OF THE GOODYEAR CODE OF ORDINANCES (SUBDIVISION REGULATIONS)
Planning Manager Steve Careccia provided information regarding the history of the Goodyear Code of Ordinances, specific to subdivision regulations, prior amendments, and the current proposed amendment. The proposed amendment allows pre-plat administrative approval with the Development Services Director, saving significant applicants, staff, and Council time.
Council provided positive feedback for changes that helped streamline the process and encouraged staff to continue to work towards a streamlined process.

DEVELOPMENT AGREEMENT FOR FULTON HOMES AT BALLPARK VILLAGE
Director of Engineering Stephen Scinto provided a history of the ongoing development of Fulton Homes at Ballpark Village. He noted the terms included within Resolution 2023-2303, the most recent Development Reimbursement Agreement.
Chris Webb with Rose Law Group, on behalf of Fulton Homes, provided information regarding the timeline for development, which should begin by the end of the year.

INTERGOVERNMENTAL AGREEMENT (IGA) WITH CITY OF GLENDALE FOR WEST VALLEY VETERAN'S COURT
City Prosecutor Justin Atkinson introduced the Intergovernmental Agreement with the City of Glendale for participation in the West Valley Veteran's Court. Approval of the agreement allows the City to refer veterans' cases to the established veteran's court within the City of Glendale.

INFORMATION ITEMS
Council noted appreciation for streetlights and sign installation, the well-planned community events, and requested to be notified if there is communication regarding slow services within any department of the City.
Councilmember Stipp requested a work session for a discussion of the housing market and was supported by the Mayor to hold the session prior to the Council break.
City Manager Reed reported the success of the Hops n Hops event, with an estimated 8,000 guests, photo booths, crafts, inflatables, and 80,000 eggs.
