Mayor Pizzillo called the meeting to order at 5:00 p.m.

CITY MANAGER'S RECOMMENDED FY2024 ANNUAL BUDGET AND FY2024-2028 CAPITAL IMPROVEMENT PROGRAM
City Manager Wynette Reed introduced the budget and spoke about the importance of the balanced budget.
Finance Manager Ryan Bittle spoke about the FY2024 City Manager's recommended budget of $581.9 million. He reviewed the Economic Assumptions, the Building Permit Activity, and the Financial Policies. He then reviewed the revenue funds and sales tax revenue, highlighting the conservative forecasting that the city employs. He spoke about the state shared revenues and what makes up the state shared revenue. Mr. Bittle explained the Urban Revenue Sharing or income tax and normalizing the amount received so the city doesn't forecast more than what should be expected to be received.
Mr. Bittle spoke about the primary and secondary property taxes and explained that the city's rate is $1.75 and has been $1.75 for several years. He reviewed the Enterprise Funds, Impact Fees and Development agreements, CFD and Trusts, bond proceeds, recreation fees and franchise fees. He then spoke about the ongoing and one-time fund sources.
Mr. Bittle then reviewed the available funds and the categories that they were designated to pay. He reviewed the number of personnel being requested and spoke about the employee compensation recommendation. Mr. Bittle summarized the General Fund expenditures and divided it between ongoing and one-time funding.
Council inquired about Maternity/Paternity leave. Ms. Reed responded that it would be investigated and brought back at a later time.
Mr. Bittle reviewed the requests made by each department.
Council inquired about the street sweepers and staff responded there were three people to man six machines, but the machines are known to breakdown, so there are backup machines to ensure the work doesn't get delayed.
Council discussed the possibility of adding another Council Assistant and an additional Intergovernmental Relations person. It was determined that the additional positions could be discussed at a later date so that the budget process can move forward.
Council discussed each department's budget.
Council inquired about the PD Staffing study and Retiree Healthcare. Staff responded that additional information would be provided to Council at a later date. Council additionally asked about the timeline for implementing additional ambulance service.
Council inquired about the websites and asked for a better strategy for the website. Interim Deputy City Manager Justin Fair responded that additional research was being done this year and the next budget year could see a request for funding; however, it was not known what the research would show as to the best path forward.
Mayor Pizzillo recessed the meeting at 6:56 p.m.
Mayor Pizzillo called the Work Session back to order at 7:08 p.m.
Mr. Bittle completed the discussion on individual departmental budgets and moved on to the Capital Improvement Program (CIP) which are higher dollar projects or longer term projects. He reviewed the requests for the CIP that has a $486.5 million budget and extends until FY2028. Mr. Bittle continued reviewing the projects included in the CIP including key transportation projects, facilities projects and water and wastewater projects.
Council discussed a number of transportation and water projects including expanding the zone rather than the hours for WeRide, the traffic signal near the school in Estrella and potential funding for any additional staff needed at the Court once a new judge has been appointed.
Council discussed Mobile and the fire station located there. They also discussed potentially purchasing land now to place a fire station more permanently.
Mr. Bittle reviewed several new projects coming forward including additional development of GSQ, several traffic signals, remodel at the Goodyear Municipal Office Complex and Historic Goodyear pavement reconstruction.
Council inquired as to the timeline for the completion of the Goodyear Recreation Campus. Parks and Recreation Director Nathan Torres stated that Phase II would be in design in the next year, but the project did not have funding. Council discussed setting the parameters of what should be considered for the next phase of the center. Council requested that it take place in a future work session.
Council thanked staff and the City Manager for the presentation.
INFORMATION ITEMS
Council inquired about the survey and asked why it required an email address to provide information. Assistant to the City Manager Jenna Goad spoke about the survey and that the survey required an email address and zip code to validate the survey.
