CALL TO ORDER
Mayor Pizzillo called the Work Session to order at 2:00 p.m.

AGENDA ITEMS FOR DISCUSSION

CITY MANAGER'S RECOMMENDED FY2025 ANNUAL BUDGET AND FY2025-2029 CAPITAL IMPROVEMENT PROGRAM
City Manager Wynette Reed introduced the recommended budget which focused on maintaining current service levels, no tax increases, prioritizing strategic plan initiatives and investing in employees.
Finance Manager Ryan Bittle presented the FY2025 City Manager's Recommended Budget totaling $495.6 million. He reviewed economic trends, development activity, the city's financial policies, revenue sources and expenditures. Mr. Bittle discussed personnel recommendations which included authorizing 35.43 new positions and providing a 3% market adjusment and 4.5% merit increase for all non-represented employees, and 8% pay increase for public safety employees represented in the adopted memorandum of understanding.
Mayor Pizzillo recessed the meeting at 2:51 p.m.
Mayor Pizzillo reconvened the Work Session at 3:02 p.m.
Following Council recess, Mr. Bittle reviewed FY2025 supplemental requests from the City Manager's Office, Legal Services, Municipal Court, City Clerk's Office, Finance, Human Resources, Information Technology, Digital Communications and Fire.
Council discussed the various departmental budgets and asked that some one-time fund requests be converted to ongoing funds such as requests for new positions.
The Mayor & Council Office requested to increase discretionary funds, and after discussion, Council consensus was to allocate the extra funds to a contingency account and direct staff to hold a work session to discuss the definitions and parameters of discretionary funds, special projects, and community funding before making a final decision.
Mayor Pizzillo recessed the meeting at 4:34 p.m.
Mayor Pizzillo reconvened the Work Session at 4:48 p.m.
Mr. Bittle continued discussing the supplemental requests from the Police Department, Development Services, Economic Development, Engineering and Parks & Recreation.
Council expressed a desire to have further discussions on topics such as the enhanced maintenance infrastructure program, WeRide microtransit service and community funding options for the Mavericks Food Truck sponsorship.
It was Council consensus to continue the work session to Monday, April 15, 2024 at 3 p.m. in the Canyon Trails Conference Room.
