Police Chief Santiago Rodriguez provided information about awards received by the Telecommunications and Traffic units.
The Arizona Association of Public-Safety Communications Officials selected Cynthia Hudson as Dispatch Supervisor of the Year; Sharron Jagger as Dispatch Trainer of the Year; and, the Dispatch Incident of the Year was awarded to Dispatch Team Supervisor Chris Virgo, Cara Hilgefort, Sean Pitchford, and Jessica Ortiz.
Mothers Against Drunk Driving (M.A.D.D.) selected Kory Miyazato as both the Outstanding Officer Award and the Hero Award, which is a peer-nominated award.

City Clerk Darcie McCracken administered the Oath of Office to newly appointed Youth Commissioner Sophia Bobadilla.
CITIZEN COMMENTS/APPEARANCES FROM THE FLOOR
Bryan McCarty, a Goodyear resident, thanked Police Chief Rodriguez and all first responders for the services they provide. He then shared his concerns regarding the noise created by increased training and operations occurring at Goodyear Airport. Mr. McCarty requested the Council support suggestions to the facility's operators to reduce air traffic north of the I10.
Paul Wegeman, a Goodyear resident, read a statement he previously shared with the Phoenix Aviation Advisory Board regarding his concerns with the noise, flight patterns he considers unsafe, and increased operations occurring at the Goodyear Airport.
CONSENT
Council inquired about the agreement with the Roosevelt Irrigation District, Item #4, and asked if that delayed the fire station opening. Senior Project Manager Mario Saldamando agreed the project had been delayed by two months, but the fire station is scheduled to open in December.
Council clarified that the agreement with the Arizona Prison Complex at Perryville, Item #6, was strictly for wastewater services and not the prison's operations. Water Services Director Barbara Chappell agreed that the agreement was only for wastewater services.

INTERGOVERNMENTAL AGREEMENT (IGA) BETWEEN STATE OF ARIZONA AND CITY OF GOODYEAR PROVIDING ARIZONA STATE PRISON COMPLEX AT PERRYVILLE WITH OPERATIONS, MAINTENANCE, AND CAPITAL IMPROVEMENTS
RECOMMENDATION
Approve the Intergovernmental Agreement (IGA) between State of Arizona and City of Goodyear providing Arizona State Prison Complex at Perryville Prison with operations, maintenance, and capital improvements for their grinder station and authorizing associated budget amendments. INTERGOVERNMENTAL AGREEMENTS (IGA) WITH AGUA FRIA UNION HIGH SCHOOL DISTRICT NO. 216 FOR SCHOOL RESOURCE OFFICER SERVICES
RECOMMENDATION
Authorize the City Manager or designee to execute the Intergovernmental Agreement (IGA) between Agua Fria Union High School District No. 216 (District) and City of Goodyear to provide SRO services to the District at Desert Edge High School and Millennium High School. RECOMMENDATION
ADOPT RESOLUTION NO. 2023-2339
APPROVING THE FOREIGN TRADE ZONE (FTZ) POLICY OF THE CITY OF GOODYEAR DATED AUGUST 28, 2023; PROVIDING AUTHORIZATION AND DIRECTION TO TAKE ACTIONS AND EXECUTE DOCUMENTS NECESSARY TO CARRY OUT INTENT OF THE RESOLUTION; LIMITING APPLICATION OF TAX POLICY TO FUTURE FTZ SITES; AND PROVIDING FOR AN EFFECTIVE DATE.

REZONE THE SOUTHEAST CORNER OF BULLARD AVENUE AND VAN BUREN STREET TO I-1 (LIGHT INDUSTRIAL)
Mayor Pizzillo opened the public hearing at 5:23 p.m.
Planning Manager Steve Careccia introduced the request from Vantage Data Centers to rezone the southeast corner of Bullard Avenue and Van Buren Street to I-1 (Light Industrial) and provided a general overview of the area and history of the property. He also provided the steps for community outreach and stipulations included in the proposed rezone agreement. No opposition was received.
Ben Graff, Quarles and Brady, LLC, representing Vantage Data Centers thanked staff for their work on this project.
There being no additional speakers, Mayor Pizzillo closed the public hearing at 5:34 p.m.
Council requested design guidelines that would include architectural features for screening that continued the aesthetics of other Vantage Data Center locations and asked for information regarding the sign plan for the building. Mr. Careccia confirmed that design guidelines and signage will mirror designs from the neighboring data center location.

Principal Planner Christian Williams presented to the Council the request for annexation of the half-street of Citrus Road from Van Buren Street to Harrison Street and provided a brief history of the location and processes followed for annexation.

REZONE APPROXIMATELY 109.93 GROSS ACRES LOCATED AT THE NORTHEAST CORNER OF PERRYVILLE ROAD AND LILAC STREET
Mayor Pizzillo opened the public hearing at 5:42 p.m.
Principal Planner Christian Williams provided details on the request to rezone 109.93 acres, known as Amber Meadows, located at the northeast corner of Perryville Road and Lilac Street, and included a brief description of the location and history of the property.
He added information on the proposed rezone to two land use districts, connectivity within the development and neighboring development, and additional amenities.
There being no speakers, Mayor Pizzillo closed the public hearing at 5:48 p.m.
Council expressed appreciation for the amenities and design of the neighborhood and asked about the location of some amenities provided, including the trail systems, the process for tree approval near sidewalks, and mitigation of intrusion onto other properties when development is underway.
Mr. Williams provided additional details regarding the connections of multiple trail systems. He reviewed the process taken regarding landscape planning and the temporary and permanent barriers to mitigate intrusion during development.
