2023 COMMUNITY SURVEY RESULTS
Assistant to the City Manager Jenna Goad introduced Joseph Dell' Olio, a Senior Survey Associate with Polco. Ms. Goad reported that Polco is the firm the City used previously to complete community surveys. She discussed the questionnaires used since 2018 and turned the floor over to Mr. Dell' Olio to continue the presentation.
Mr. Dell' Olio provided opportunities for the results from the survey to be used, such as monitoring trends in resident opinion, measuring performance, benchmarking to other communities, and informed budget, land use, and strategic planning decisions. He then presented an overview of the 2023 survey process, results to the questions regarding the ten facets of a healthy community, and the City comparison within the nationwide Polco Benchmarking Database.
Councilmembers noted the differences in survey results for Parks and Recreation, national trend impacts, and a reduction in community design and code enforcement. They encouraged community education regarding strategic planning and stated this is a transitional time in Goodyear.
The Council requested more information regarding public safety and mental health and asked for the results to be reported geographically.
2.
TRANSPORTATION MASTER PLAN
Transportation Planning Manager Christopher Bridges introduced Michael LaBianca, Project Manager for HDR Engineering, Inc, who was contracted to update the Transportation Master Plan (TMP).
Mr. LaBianca presented the history of the planning process and how the team coordinated with the general plan and other policy considerations as previously requested by the Council. He then updated the information collected to date, including public feedback, which primarily rated road conditions as good or better, while the options for multi-modal transportation were rated poor.
Mr. Bridges and Mr. LaBianca ended the presentation with a synopsis of the steps forward to completing the final plan by December 2023.
Councilmembers stressed the need for the WeRIDE program to be inclusive of all neighborhoods, pedestrian, and cyclist safety, autonomous vehicles, and police engagement. They also noted the need for education regarding the use of golf carts, bicycles, and other multi-modal forms of transportation.
