Resolution - Water Utilities:
Consider a resolution authorizing the Mayor to execute a Joint Funding Agreement with the U.S. Department of Interior’s U.S. Geological Survey (USGS), to install and maintain flow gauging stations on three City-owned stormwater outfalls.
Item Summary
Water Right Permit 5921, associated with future Lake 7, includes a water accounting plan that requires the City to measure flows from those outfalls or discharges that will be impounded in and diverted from Lake 7. Discharges include both treated wastewater and stormwater from Lubbock’s Northwest, South-Central, and South Drainage Systems. Although Lake 7 may not be constructed for another decade, installing gauging stations in these three drainage systems will quantify the volumes and frequency of flows over several years, which will aid in the final design of Lake 7.
This Joint Funding Agreement with the USGS includes the installation of new gauging stations near the discharges of the Northwest, South-Central, and South Drainage Systems. In addition, the agreement includes funds for the USGS to operate, maintain, and ensure the integrity of the data collected from these gauging stations for a period of one year. The City’s portion of the cost is $176,100.
Fiscal Impact
Sufficient funds have been allocated in the Water/Wastewater FY2022-2023 Operating Budget for this project.
