Consider a resolution authorizing the Mayor to execute Purchase Order 27122500, with Gillig, to purchase fifteen 40-foot low floor diesel hybrid Allison e/EGenFlex buses.
Item Summary
Purchase Order No. 27122500 is for the purchase of fifteen 40-foot low floor diesel hybrid Allison e/EGenFlex buses, in partnership with Gillig. The buses will replace older vehicles that have exceeded their useful life, thereby reducing maintenance and parts costs. This purchase is in line with the Fleet Replacement Plan that has previously been approved by the Transit Advisory Board.
The City of Lubbock/Citibus will use $12,035,775 from the Federal Transit Administration (FTA) FY 2022 Low-No Grant to purchase the fifteen (15) buses. The Low-No Grant will be matched with transportation development credits (TDCs) provided by the Texas Department of Transportation (TxDOT).
As permitted by Federal public transportation law, projects funded by the Low-No Grant Program, that include a partnership with a vehicle manufacturer specified in the grant application, do not require a competitive procurement process due to it being satisfied by the discretionary grant process.
Fiscal Impact
Citibus will use FY 2022 FTA Low-No Grant funds to purchase the fifteen (15) 40’ low floor diesel hybrid Allison e/EGenFlex buses. Transportation Development Credits from TxDOT will be used as the local match for the FY 2022 Low-No Grant funds. Approval of this purchase order will result in no additional cost to the City of Lubbock.
