On November 8, 2022, Lubbock voters approved issuance of a $200 million Street Improvements Bond Package for the purpose of providing permanent public improvements. The funding will acquire, construct and reconstruct street improvements, including but not limited to sidewalks, utility line relocations and traffic signalization, necessary and related storm drainage facilities, and the acquisition of land and rights-of-way for the full width dedication. The design contract with Lockwood, Andrews & Newnam, Inc., for professional engineering and design services for the 82nd Street and Martin Luther King (MLK) Boulevard street improvements, is needed to purchase and design the road prior to construction. The work of the project will include preparation of plans, technical specifications, and design of 82nd Street from I-27 to MLK Boulevard, and MLK Boulevard, from 82nd Street to 74th Street. Staff conducted contract negotiation with Lockwood, Andrews & Newnam, Inc., after establishing them as qualified under RFQ-15876, for providing engineering services. Fair and reasonable hourly rates were agreed upon for a total contract amount of $3,424,877, with a 24-month contract duration. Staff recommends Lockwood, Andrews & Newnam, Inc., of Houston, Texas, to be awarded the professional services contract that will provide the plans, specification, and an estimate for 82nd Street from I-27 to MLK Boulevard, and MLK Boulevard from 82nd Street to 74th Street. |
