Resolution - Health Benefits:
Consider a resolution authorizing the Mayor to execute Contract 16869, and related documents, by and between the City of Lubbock and Davis Vision, to provide a voluntary vision plan for full-time employees.
Item Summary
The City of Lubbock benefits package contains a voluntary vision plan for City employees and their eligible dependents. The vision plan provides specific reimbursement for various levels of vision care and corrective lenses plus discounts on certain materials.
On June 19, 2022, the City issued a Request for Proposal (RFP 22-16694-TF) Medical, Dental, PBM, Vision, COBRA, FSA administration, DCAP administration, and HRA administration.
The selection criteria in the RFP included:
experience in servicing self-funded governmental entities, especially in Texas (10 Points);
claims adjudication service(s) offered and the ability to deliver electronically integrated medical, care and disease management (10 Points);
quality of provider network (15 Points);
quality of medical management (15 Points);
information services and reporting capabilities (10 Points);
written and oral presentations and representations (10 Points);
cost of coverage and services (20 Points); and
ability to integrate with an outside PBM and the City’s free clinics (10 Points).
The RFP generated responses from Davis Vision, EyeMed Vision Plan, BCBSTX, and UnitedHealthcare, for a voluntary vision plan for full-time employees.
The RFP committee gave the following rankings to the responding vendors.

The RFP committee recommends renewing the contract with Davis Vision, the highest ranked vendor. Davis Vision has a vast list of participating provider and exceptional frame and contact lens options. Claims are adjudicated at 99.46% financial accuracy and 99.42% processing accuracy, and the multilingual customer service center is open 24/7.
The employee rates are guaranteed for 4 years. Davis has not raised the City’s premiums in the prior 5 years.
Fiscal Impact
Davis Vision is an employee paid voluntary product, and there is no fiscal impact to the City of Lubbock.
