On October 11, 2022, the City Council approved the first reading of the ordinance. The Traffic Management Department has performed speed studies and has presented the recommended speed changes to the Citizens Traffic Commission (CTC) in accordance with the Federal Highways Administration's USLIMITS2 Expert System criteria. The CTC approved the following changes on August 16, 2022: 1. Removed Line Items (effectively reducing sections to 30 mph statutory speed limits)
• The statutory speed limit of 30 mph improves pedestrian safety and residential livability.
• Higher speeds are incompatible with on-street parking, frequent pedestrian crossings, high driveway density, and adjacent green spaces.
• Consistent statutory speed limits for this context across the city improves driver expectancy.
2. 34th Street (Analyzed with USLIMITS2)
• Modified descriptions to eliminate varying speed limits for opposing directions on the same street and use Interstate 27 as a boundary instead of an Avenue
• Reduced speed limit from 50 to 45 from Milwaukee to Westernmost City Limit
3. 50th Street (Analyzed with USLIMITS2)
• Reduced section from 60 mph (statutory) to 50 mph
4. 66th Street (Analyzed with USLIMITS2)
• Reduced section from 45 mph to 35 mph and changed from Frankford Avenue to Iola Avenue
• Recently annexed section increased from 30 mph (statutory) to 45 mph
5. 82nd Street (Analyzed with USLIMITS2)
• Modified streets to correctly label East 82nd
• Reduced section from University Ave. to Westernmost City Limits 50 mph to 45 mph
6. 98th Street (Analyzed with USLIMITS2)
• Reduced 50 mph sections to 45 mph, and the 40 mph section around Quaker remains
7. 114th Street (Analyzed with USLIMITS2)
• Reduced all 60 mph (statutory), 55 mph and 50 mph sections to 45 mph
• Reduced section from 55 mph to 50 mph and changed from Slide Road to Frankford Avenue
8. Avenue P (Analyzed with USLIMITS2)
• Changed boundary from 84th Street to 82nd Street, and adjusted speed limits in this section from 35mph/50mph to 40 mph
9. Erskine Street (Analyzed with USLIMITS2)
• Changed boundary from Milwaukee Avenue to Westernmost City Limit and reduced section from 55 mph to 40 mph
10. Frankford Avenue (Analyzed with USLIMITS2)
• Reduced section from 114th St. to 122nd St. from 55 mph to 45 mph
11. Airport Terminal Drive (North M. L. King, Jr. Blvd)
• In collaboration with Airport Police Chief and Director of Aviation, a new speed limit plan was developed.
• Arbitrarily low 10 mph speed limit is eliminated.
• Reasonable 20 mph speed limit is implemented adjacent to terminal in drop-off/pick-up zone.
• Advisory speed is used for horizontal curves.
