Parks, Recreation and Open Space Master Plan Update Jarrett Atkinson, city manager; and Colby VanGundy, director of parks and recreation, introduced the item, gave comments, and answered questions from City Council. Aaron Tuley, with Halff Associates, gave a presentation and update on the Parks, Recreation, and Open Space Master Plan and answered questions from City Council. Topics discussed included: a revised master plan outline; parks needs assessments (demand based assessment, standards based assessment, operations based assessment, resource based assessment, and conditions based assessment); an overview of collaborative efforts with the Texas Tech University Department of Landscape Architecture; and an update on the Canyon Lakes Master Plan. |

American Rescue Plan Act (ARPA) Funds Update Jarrett Atkinson, city manager, gave a presentation and update on American Rescue Plan Act (ARPA) funds as they relate to the City of Lubbock and answered questions from City Council. Topics discussed included: City of Lubbock allocations; current commitments; commitment and expenditure deadlines; proposed funding categories which include public safety and preparedness, targeted critical infrastructure, neighborhood recovery and revitalization, community support services, job training and economic development, and arts, non-profits and small businesses; potential opportunities for collaboration with Lubbock County and the Texas Division of Emergency Management (TDEM); and proposed topics for discussion at the November 17, 2021, joint meeting with the Lubbock County Commissioners Court. Stacy Keith, executive director of the Lubbock Cultural Arts Foundation, gave comments related to the various sectors of the Lubbock arts community and answered questions from City Council. |

Unified Development Code Update Council Member Latrelle Joy, chair of the Unified Development Code (UDC) subcommittee; and Council Member Randy Christian, member of the UDC subcommittee, gave comments and answered questions from City Council on the Unified Development Code. Topics discussed included: an update on current progress, a revised timeline for final adoption, and upcoming opportunities for public input. |
