The City Council of the City of Lubbock, Texas met in special session on the 12th of November, 2021, in City Council Chambers, Citizens Tower, 1314 Avenue K, Lubbock, Texas at 9:30 a.m.

   Proclamations and Presentations
   1. Invocation

Mayor Daniel M. Pope led the invocation.
   2. Pledges of Allegiance

Pledges of Allegiance, to the United States and Texas Flags, were led by Mayor Pro Tem Steve Massengale.
   2. Citizen Comments - According to Lubbock City Council Rules, any citizen wishing to appear before a regular meeting of the City Council, regarding any matter posted on the City Council Agenda below, shall complete the sign-up form provided at the meeting, no later than 9:30 a.m. on November 12, 2021. Citizen Comments is an opportunity for citizens to make comments and express a position on agenda items. Any comment received that is in the nature of asking a question will be referred to an appropriate member of the City staff for a response.

   3. Regular Agenda
   1. Resolution - City Secretary: Resolution No. 2021-R0447 canvassing the returns and declaring the result of the City of Lubbock Special Election held on November 2, 2021, pertaining to the issuance of general obligation bonds. 

Rebecca Garza, city secretary, read the results received from the November 2, 2021 Special Bond Election. Votes for the proposition, 7,786; votes against the proposition, 9,273; total votes cast in the Special Bond Election, 17,059. 
  Motion by Council Member Jeff Griffith, seconded by Mayor Pro Tem Steve Massengale to approve Resolution No. 2021-R0447. 

  Vote: 7 - 0 Motion carried
There being no further business to come before Council, Mayor Pope adjourned the meeting.

The November 12, 2021 Special City Council Meeting minutes were approved by the City Council on the 7th day of December, 2021.
