Resolution - Codes Administration:
Consider a resolution authorizing the establishment of a Voluntary Substandard Structure Demolition Grant Program for the City of Lubbock.
Item Summary
This purpose of this grant program is to allow the City of Lubbock to demolish substandard structures and dangerous buildings in an efficient and economical manner, by obtaining the consent of the property owner. Consent of the property owner to demolish a substandard structure allows the City to expedite the process to demolish a substandard structure, without involving the Substandard Structure Commission or Municipal Court.
The proposed grant program focuses on primary dwelling structures that are considered substandard in nature. The program would pay up to $7,500 for the demolition and related expenses of a substandard structure that would otherwise be a candidate for the Substandard Structure Commission or Municipal Court. If a property owner agrees to a voluntary demolition, the City would agree to not place a demolition lien on the property. This program will allow the City to expedite the demolition of some substandard structure in cases where the property owner is present and voluntarily agrees to a demolition. The funds will be available on a first-come, first-serve basis and will be available as long as funds are available for this purpose.
Fiscal Impact
Funds are currently budgeted for demolitions in the Codes Administration Operating Budget, resulting in no additional fiscal impact.
