Council Priorities Jarrett Atkinson, city manager, gave a presentation on City Council priorities and answered questions from City Council. Topics discussed included: Public Safety, including the Lubbock Police Department, Lubbock Fire Rescue, Lubbock Animal Services, Code Enforcement, streets, and homelessness/vagrancy enforcement; Public Health, including mobile/neighborhood services and the diversion center as it relates to substance abuse, mental health, and homelessness/vagrancy; Fiscal Discipline, including a focus on pay-as-you-go financing, management of debt and credit, unfunded liabilities, expansion of street maintenance funding, and employee support; Community Improvement, including City staffing, neighborhood planning, infrastructure, implementation of the Parks Master Plan, the community trail system, and Lake 7 recreation opportunities; Redevelopment, including completion and adoption of the Unified Development Code (UDC), support of affordable housing efforts, expansion of existing grant programs, street maintenance, and downtown redevelopment; Growth & Development, including proactive infrastructure development, a focus on core services, future water supply planning/Lake 7 development, and economic development; and Communication, including growth of the City of Lubbock's social media presence and the MyLBK app, increased engagement with the public, continuation of Lubbock 101 and other related programs, and a focus on communication efforts related to the transition to the competitive retail electricity market. Discussion ensued among City Council regarding City Council priorities and potential additions or deletions. There was consensus among City Council to remove the reference to homelessness enforcement from public safety, leaving homelessness as a priority relating to public health and vagrancy enforcement as a priority relating to public safety. |

Legislative Agenda Jarrett Atkinson, city manager, gave a presentation on the City of Lubbock legislative agenda for the 88th Texas Legislature and the 118th United States Congress and answered questions from City Council. Topics discussed included: items that the City of Lubbock will initiate, support, and oppose during the respective legislative and congressional sessions. |

At the completion of the Work Session, City Council recessed for lunch. City Council recessed at 11:57 a.m. 12:30 p.m. - The City Council reconvenes in City Council Chambers. Upon convening, the City Council recesses into Executive Session. City Council reconvened at 12:32 p.m. |
