Resolution - Accounting:
Consider a resolution authorizing the Mayor to execute Contract 16097, with Rochester Armored Car Co., Inc., for armored car services.
Item Summary
The City of Lubbock and Lubbock Power and Light (LP&L) have historically used an armored car service to transport cash on a daily schedule at various service locations and 3 times a week at the landfills. The contract helps ensure the safety and protection of our employees and cash resources. This contract replaces the contract that was approved in 2016.
In response to RFP 21-16097-TF, two firms responded to the request for proposals (RFP) and were evaluated based on Qualifications - 30%, Demonstrated System Reliability - 25%, Cost - 25%, References - 20%. The evaluation committee consisting of Accounting staff and Lubbock Power & Light staff assigned the following scores:

The committee recommends Contract 16097 be awarded to Rochester Armored Car Co., Inc. of Omaha, Nebraska, the highest ranked proposer.
The contract shall be for a term of one (1) year with the option of four (4) one-year extensions, with the initial term beginning upon issuance of written notice to proceed. The City of Lubbock does not guarantee any specific amount of compensation, volume, minimum, or maximum amount of services under this proposal and resulting contract. Either party may at any time during the life of this contract, or any extensions thereof, terminate this contract by giving a 90-day notice in writing to the other party of its intention to cancel. During the term of this contract, or any extensions thereof, the City may remove a specific service location from this contract by giving a 30-day notice in writing. Remaining Service location rates will not be altered by a specific service location being removed from the contract.
Fiscal Impact
This contract for $35,047 annually, is included in the FY 2021-22 Operating Budgets for Lubbock Power and Light, Citibus, Landfill, and the General Fund.
