David Mendez, with Bickerstaff, Heath, Delgado, Acosta, LLP, gave a presentation on draft illustrative plans one and two, as developed during the November 30, 2021, work session, and answered questions from City Council. |

Discussion by the City Council of the draft redistricting plan and amendments, if necessary, to develop a redistricting plan for consideration and adoption by item 8.1 David Mendez, with Bickerstaff, Heath, Delgado, Acosta, LLP, gave a presentation on draft illustrative plans one and two, as developed during the November 30, 2021, work session, and answered questions from City Council. Jarrett Atkinson, city manager, gave comments and answered questions from City Council. There was consensus among City Council to move forward with adoption of draft illustrative plan two. |

City Council 2021 Street Bond Follow-up Discussion Jarrett Atkinson, city manager, gave a presentation on the 2021 Street Bond proposition that failed at the November 2, 2021, Bond Election and answered questions from City Council. Topics discussed included: an overview of the proposition, next steps, and future options. Rebecca Garza, city secretary, gave comments and answered questions from City Council. Discussion ensued among City Council regarding next steps, future options, and the possible creation of a citizen's advisory committee to analyze next steps and future options. City Council gave direction to staff to add this topic to the December 14, 2021, work session for further discussion. |

Continuing American Rescue Plan Act (ARPA) Discussion Jarrett Atkinson, city manager, gave a presentation and update on American Rescue Plan Act (ARPA) funds as they relate to the City of Lubbock and answered questions from City Council. Topics discussed included: available funds and key deadlines; activities to date, including City Council work sessions and the joint City/County meeting; potential funding categories, such as public safety and preparedness, targeted critical infrastructure, neighborhood recovery and revitalization, community support services, job training and economic development, and arts, non-profits, and small businesses; changes and requests; and next steps. |
