On June 9, 2020, the City Council approved Resolution No. 2020-RO187 to approve and adopt the Updated Downtown Master Plan, as recommended by the Central Business District Tax Increment Financing Reinvestment Zone (CBD TIF) Advisory Board. The plan included many recommendations for downtown redevelopment, and one of the recommendations is for the creation of a State and Federal Historic District designation in downtown. The selected firm will prepare the nomination for the National Register Historic District Designation (NRHD), using data collected from a detailed historic resources survey, which will identify properties as contributing or potentially contributing to the district, and will help inform the periods of significance and boundaries of the district that will be recommended for nomination. Their process will include several community input sessions, surveys, and other data collection activities, followed by a Determination of Eligibility, which will be submitted to the Texas Historical Commission for feedback to ensure a successful NRHD nomination. In addition to this, the selected consultant will prepare Historic Design Guidelines that will adhere to the Secretary of the Interior Standards for Rehabilitation. Statements of Qualifications for an accomplished consulting firm to pursue the formation of a NRHD Designation were received from five firms that were evaluated by an RFQ committee based on the following four criteria: Project Team Organization and Qualifications (30%), Experience on Similar Projects (30%), Project Approach (30%), and Overall Responsiveness to the RFQ (10%). The RFQ committee evaluated the proposals submitted in response to RFQ-22-16677-MA, and after oral presentations, the following scores and rankings were developed:

Based on the committee's recommendation, contract negotiations were conducted with Stantec Consulting Services, Inc., and fair and reasonable rates were agreed upon for a total contract amount not to exceed $214,417.69. This contract is for 20 months, and the scope of work will include preparation of a NRHD Designation in downtown Lubbock. |
