- The city will support efforts to achieve regulatory approval of Lake 7 through the United States Army Corps of Engineers permitting process.

Motion to Amend by Council Member David Glasheen, no second, to amend the Main Motion as follows:
- Strike the final paragraph of page 1 of the presented 2025-26 Legislative Agenda regarding consultation.
The motion died for lack of a second.
Motion to Amend by Council Member Christy Martinez-Garcia, seconded by Council Member Tim Collins, to amend the Main Motion by adding the following language to the final paragraph of page 1 of the presented 2025-26 Legislative Agenda regarding consultation:
- The Mayor will consult with Mayor Pro Tem Christy Martinez-Garcia and Council Member District 5 Dr. Jennifer Wilson.
