Resolution - Police:
Consider a resolution authorizing the Mayor to execute a Memorandum of Understanding (MOU) between the United States Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and the City of Lubbock, on behalf of the Lubbock Police Department, establishing and defining a partnership between the parties regarding the ATF National Integrated Ballistic Information Network (NIBIN) system.
Item Summary
This MOU is entered into between the ATF, and the Lubbock Police Department, for the purpose of defining the installation process, operation, and administration for the collection, timely analysis, and dissemination of crime gun data to enhance the efforts of law enforcement to reduce firearms violence, identify shooters, and refer cases to prosecution.
NIBIN technology compares images of submitted ballistic evidence (shell casings) from shooting scenes and recovered firearms, and produces a list of possible similar results. Trained NIBIN technicians then conduct a correlation review of these results, identifying NIBIN leads, potential links, or associations, from the same firearm. These links or associations are then communicated to the detective assigned to the firearms case, for follow up.
The establishment of a NIBIN machine/program at the Lubbock Police Department will help the department reduce violent crime in several ways.
1) By having direct access to a NIBIN machine and the national database, detectives will not have to ship shell casings off for entry, and wait in line behind other agencies for results. This will allow LPD detectives to gain critical information more quickly as to other crimes a gun may be tied to.
2) The goal of the program will be to enter shell casings from each gun that is taken into our property room. This will allow detectives to tie guns used in previous crimes to current and future crimes. In the past, we have only entered shell casings from guns that have been involved in homicides, and a small percentage of guns used in other violent crimes. Being able to enter each gun that comes in, will allow us to tie together shell casings from lower level crimes to offenders who are involved with more violent crimes, thus preventing firearm-related crime.
3) This system allows for agencies across jurisdictions to compare and connect firearms evidence quickly.
This MOU is effective with the signatures of all parties and may be terminated by written notice.
Fiscal Impact
The ATF will provide the equipment and cover the cost of installation, and will also provide maintenance for 3 years from the date of installation.
