Resolution - Parks and Recreation:
Consider a resolution authorizing the Mayor to execute Contract 16313, with Texas Industries for the Blind and Handicapped (TIBH), and their local partner, Marian Moss Enterprises, Inc., for litter control at municipal facilities, all City parks, including athletic fields and complexes, throughout the City of Lubbock.
Item Summary
Marian Moss Enterprises, Inc. currently provides for the removal of litter, debris, and trash from various City-owned properties. The new contract with TIBH and Marian Moss Enterprises, Inc., will include an increase in frequency, workload, and locations, including all parks, all athletic facilities, the Canyon Lake System, the Lubbock Memorial Civic Center, and Mahon Library.
This contract becomes effective on March 1, 2022, and will terminate on February 28, 2023, but may be renewed annually for up to 4 additional terms under the same terms and conditions as the original. The total amount of the award is estimated, and actual expenditures may be more or less depending on actual needs.
The new contract will allow Park Operations Staff to focus on other areas such as turf repair, playa drainage and condition, tree pruning and removal, dog parks, flower beds, park amenities and special projects.
Fiscal Impact
$197,074 is appropriated specifically for litter control in the FY 2021-22 Parks and Recreation Operating Budget, however, the new contract price with Marian Moss Enterprises, Inc., will total $507,749. Unspent funds allocated for mowing contracts and temporary employees, are available to cover the cost of new contract. The total Park Maintenance Operating Budget will remain the same.
