Resolution - Police:
Consider a resolution authorizing the Mayor to execute an Interlocal Agreement, with Arizona State University, for the University’s research study of homicide, including Intimate Partner Homicide (IPH) in Texas.
Item Summary
The purpose of this item is to establish a data sharing agreement between the Lubbock Police Department and Arizona State University. Arizona State University is conducting a study examining Intimate Partner Homicides (IPH) in Texas, and is requesting data from the Lubbock Police Department, regarding closed and exceptionally cleared case files, for intimate partner and intimate partner related homicides that occurred in Lubbock from 2016 to 2020.
The study will examine the following regarding IPH.
• Frequency: Determine a count and weapon type used across multiple subgroups.
• Nature and Context: Examine precipitating events, relationship history, and perpetrator characteristics.
• Risk Factors: Examine risk factors that are associated with IHP to include risk factors at the family, community, social, and environmental level.
• Predictive Value: Understand whether current intimate partner violence risk assessments predict homicides.
• Geographic and Demographic Diversity: What are the differences in patterns of IPH based on geography and demography?
The goal of this study will be to significantly increase our understanding of IPH through the collection and analysis of contemporary primary data from investigation case files. Findings will inform future evidence-based, multiple-level prevention interventions and allow policy makers and practitioners to develop and refine risk-informed approaches, such as the Lethality Assessment Program (LAP), to reduce and prevent lethal IPV outcomes in Texas.
In return for participation in the study, the Lubbock Police Department can receive:
• Trainings on the use of risk assessment in domestic violence cases and other areas of expertise;
• Reports on department and city-specific trends;
• Future trainings on results of the study;
• Reports on specific research questions that the department may have, related to intimate partner violence and intimate partner homicides;
• Content for social media/awareness campaigns; and
• Community report on state-specific and study wide findings.
Upon approval, the term of the agreement runs until the completion of the study, or a date not to exceed 4 years from the last execution date of this agreement.
