Resolution - Parks and Recreation:
Consider a resolution authorizing the Mayor to execute an Athletic Facility License Agreement, with various baseball, softball, and soccer user groups, for the use of City athletic fields.
Item Summary
The license agreement allows user groups, listed in Exhibit C, permission to conduct games and practice sessions at various City locations. The license agreement defines responsibilities for the respective organizations and the City. The leagues will provide services relating to the operation of the league, including the development of roster lists, the payment of league fees, the scheduling of all games and tournaments, the assignment, training and payment of referees, officials and scorekeepers, and other services necessary for the administration of the league. Maintenance responsibilities for leagues and the City are outlined in Exhibit A. Field signage regulations are outlined in Exhibit B.
This contract becomes effective upon City Council approval, and will terminate on December 31, 2022, but may be renewed annually for up to 5 additional terms under the same terms and conditions as the original.
Fiscal Impact
The City of Lubbock will receive sports user fees in the amount of $5 per resident participant and $7.50 per non-resident participant. Over the past five years, the average number of league participants is 9,166. Based on this average, the City of Lubbock will generate an estimated $46,245 in user fees.
