Proposed 2022 Housing Tax Credit Projects Jarrett Atkinson, city manager, introduced the item, gave comments, and answered questions from City Council. Brianna Gerardi, director of business development, gave a presentation on the proposed 2022 Housing Tax Credit projects and answered questions from City Council. Topics discussed included: an overview of the Texas Department of Housing and Community Affairs (TDHCA) Housing Tax Credit Program; application scoring criteria; service regions within the state of Texas; and projects currently in development that have applied for the 9% Housing Tax Credit Program, including Frontage Estates, Landmark on Main, The Wheldon, and Southtown Lofts. |

Review of 2021 Call Response, Enforcement, and Crime Statistics Floyd Mitchell, chief of police, gave a presentation on 2021 call response, enforcement, and crime statistics and answered questions from City Council. Topics discussed included: department call activity, including calls for service and officer initiated events; crime and traffic data, including property crimes, crimes against persons, homicide analysis, special operations and crime suppression activity, the hybrid gang violence reduction plan, and a traffic crash and enforcement summary; department organizational structure; current staffing levels; academy and recruiting efforts; capital improvement projects and updates; and significant events that the Lubbock Police Department was involved in during 2021. |

Continuing American Rescue Plan Act (ARPA) Discussion Jarrett Atkinson, city manager, gave a presentation on American Rescue Plan Act (ARPA) funds as they relate to the City of Lubbock and answered questions from City Council. Topics discussed included: an update on the ledger, available balances, the status of projects that have been approved, and projects currently in development. Bill Howerton, deputy city manager; and Erik Rejino, assistant city manager, gave comments on the status of the affordable housing project and job training projects and answered questions from City Council. |
