Resolution - Engineering:
Consider a resolution authorizing the Mayor to execute for and on behalf of the City of Lubbock, Professional Services Agreement, Contract 16854, for the West Lubbock Water System Expansion, by and between the City of Lubbock and Freese and Nichols, Inc.
Item Summary
The area surrounding Reese Center in the West Pressure Zone has seen substantial growth through voluntary annexations and development. This growth area has exceeded expectations of the water master plan; therefore, the City advertised a new Statement of Qualifications to assist in the design of major infrastructure upgrades needed to maintain an appropriate level of service to West Lubbock.
Based on the adopted 2017 Water Distribution System Master Plan, the current model shows future pressures in West Lubbock to be below the regulatory minimum pressures. As the City of Lubbock continues to improve the water distribution needs of the Citizens of Lubbock, the infrastructure improvements needed to meet the growing population must be anticipated. These improvements must remain in compliance with current and future TCEQ requirements. This project will include a study and design phase, as well as bid phase services for the West Lubbock Water System Expansion. This project will include a pump station, pipeline, hydro-pneumatic tank, ground storage tank, and related facilities in order to create a new pressure plane for the water distribution system.
After soliciting Statements of Qualifications from firms interested in providing engineering services for design of the West Lubbock Water System Expansion, four firms were evaluated and ranked based on their firms qualifications presented, and they were as follows:

Staff recommends execution of this contract to Freese and Nichols., Inc., based upon fair and reasonable hourly rates agreed upon for a total amount not to exceed $1,775,295, with a contract time of 455 calendar days.
Fiscal Impact
This Professional Service Agreement is for $1,775,295, and is funded in Capital Improvements Project 92806, West Lubbock Water System Expansion.
