Resolution - Water Utilities:
Consider a resolution ratifying the actions of the City Manager, in executing Purchase Order 22105280, for the emergency purchase of 720 Memcor membrane modules from Du Pont (FilmTec Corporation), to replace failing membrane modules at the City of Lubbock South Water Treatment Plant.
Item Summary
In August 2012, the City of Lubbock began operating the South Water Treatment Plant (SWTP) in order to begin using water from Lake Alan Henry. As part of the treatment process at the SWTP, microfiltration (MF) membrane is used. The membrane process at this plant typically consists of six membrane skids (240 membrane modules per skid) for a total of 1,440 modules. As of January 2023, over half of the membrane skids have failed due to unknown causes. This failure has forced water treatment operations to shut down 3 of the 6 membrane skids.
The water treated at the SWTP plays a vital role in meeting the City’s peak water demand during the summer months. With only three (3) of the membrane skids operating, Water Utilities may not be able to meet the peak demand this summer and could be required to implement increased water restrictions. Du Pont is the sole source for purchasing replacement Memcor membrane modules. Du Pont has 480 modules in stock in their Australia facility, but it may take as long as 10 weeks to have the membrane modules shipped and installed. Du Pont must manufacture the remaining 240 modules, ship them and install them which will take additional time. Due to the long lead times and the upcoming peak water usage season, this purchase is considered an emergency purchase in addition to a sole source for procurement.
This sole source and emergency purchase order is for the procurement of 720 Du Pont (FilmTec Corporation) Memcor membrane modules for $862,803. This purchase includes a discount on the membrane modules and a 10-year warranty. In addition, the purchase includes technical installation consultation and shipping costs.
There are currently sufficient funds within the Water/Wastewater Operating Budget for this procurement. As the budget year progresses, staff will monitor the budget expenditures throughout the fiscal year and determine if additional funding will be necessary, due to this procurement.
Fiscal Impact
Sufficient funds are available in the Water/Wastewater FY2022-2023 Operating Budget for this sole source and emergency procurement.
