Resolution - Water Utilities:
Consider a resolution authorizing the Mayor to execute Professional Services Agreement, Contract 17158, with HDR Engineering, Inc., for engineering services related to the preparation of the US Army Corp of Engineers (USACOE) 404 Permit Application associated with proposed Lake 7.
Item Summary
The City initiated conceptual planning efforts for a water supply project known as Lake 7 in the 1960s. Additional Lake 7 preliminary evaluation and planning continued in the early 2000s. In October 2005, the City filed a water rights application with the Texas Commission on Environmental Quality (TCEQ), which was considered administratively complete on April 17, 2006. The City completed a report for the Feasibility of Constructing the Proposed Lake 7 in 2011. Draft Water Rights Permit #5921 was issued by TCEQ for City review on November 15, 2021. This milestone marks a key step in the feasibility evaluation and regulatory reviews for the project. Lake 7 is considered one of the most feasible and resilient long-term water supply strategies for the City of Lubbock. HDR Engineering, Inc. has assisted the City of Lubbock in developing most of the recent documents, evaluations, and information related to Lake 7.
This project will assist the City in undertaking additional environmental and strategic water supply planning activities to support USACOE pre-application and application development for the Clean Water Act, Section 404 Permit and Mitigation Plan. In addition, this agreement will include preliminary assessment of Lake 7 and other alternatives to meet the project purpose and need in preparation for an anticipated National Environmental Policy Act (NEPA) review of the proposed project. The negotiated fee with HDR Engineering, Inc. for this phase of the project is $349,800.

Sufficient funds have been allocated in CIP 8679, Lake 7 Permitting & Mitigation.
