Resolution - Water Utilities:
Consider a resolution authorizing the Mayor to execute Professional Services Agreement, Contract 17155, with HDR Engineering, Inc., for engineering services related to the preparation of the City’s 2023 Strategic Water Supply Plan.
Item Summary
Continual planning is a vital part of securing a resilient and sustainable water supply for the City of Lubbock for many decades to come. The City’s goal is to maintain a current, long-range “road map” or plan, to guide the development and implementation of its water supplies for the next 100 years. Since the political, regulatory, technology, and environmental conditions that impact existing and future water supply strategies are continually changing, the City’s Strategic Water Supply Plan needs to be updated every 5 years.
In 2013, the City completed its first comprehensive 100-Year Strategic Water Supply Plan, and the Plan was updated in 2018. These plans provide population projections and water demands for a 100-year planning horizon, analysis of current available supplies, and evaluation of a wide range of water supply alternatives to meet future water supply shortages. Water supply alternatives include conservation, reclaimed water, aquifer storage and recovery, groundwater, and surface water. HDR Engineering, Inc. assisted City staff in the preparation of the 2018 Strategic Water Supply Plan.
This contract with HDR Engineering, Inc. is for engineering services associated with the preparation of an updated Strategic Water Supply Plan. The updated Plan will allow City staff to refine the existing Plan by incorporating new data, reports, studies, technologies, costs, regulatory changes, and improvements to the water and wastewater system that have been completed since the last plan was finalized. This 2023 Plan will include additional detail needed to support the development of a Purpose and Need Statement related to the potential development of proposed Lake 7 in preparation for the submittal of required permit applications to the US Army Corp of Engineers (USACOE). The negotiated fee with HDR Engineering, Inc. for this project is $249,500.
Fiscal Impact
Sufficient funds have been allocated in CIP 8682 Strategic Water Supply Plan Update for this project.
