Resolution - Lubbock Power & Light:
Consider a resolution designating Reliant Energy Retail Services LLC as the Provider of Last Resort upon Lubbock Power & Light's entry into retail competition, and authorizing the Director of Electric Utilities, or his designee, to execute that certain Initial Designation of and Agreement with Provider of Last Resort, by and between the City of Lubbock, acting by and through Lubbock Power & Light and Reliant Energy Retail Services LLC.
Item Summary
Lubbock Power & Light (LP&L) intends to generally follow PUC guidelines for the designation of Provider of Last Resort (POLR) and for designating VREPs under the PUC’s criteria, the designated providers will provide a safety net for customers whose chosen Retail Electric Provider (REP) is unable to continue service or when a customer requests POLR service.
LP&L is further designating a Default REP (DREP) as a Large Service Provider who is capable of accepting a large number of customer accounts due to a non-POLR event. A potential non-POLR event transition of customer accounts will only apply to those accounts without a designated or chosen REP, by the time the transition to the retail market is complete.
The EUB and City Council previously adopted procedures and criteria for selection of the POLR, VREP, and DREP by Resolution Numbers EUB 2022-R0083, and 2022-R0408, respectively, and the process and criteria utilized outlined below followed those procedures and criteria.
A committee evaluated and ranked the qualifications based on the following criteria for POLR and VREP services: responses on the questionnaire, 30%; ranking of market share in ERCOT, 50%; product offerings specifically designed for low income customers, 10%; and community involvement in cities you currently serve, 10%.
The committee also evaluated and ranked the qualifications based on the following criteria for DREP services: responses on the questionnaire, 30%; ranking of market share in ERCOT, 50%; product offerings specifically designed for low income customers, 10%; and community involvement in cities you currently serve, 10%.
LP&L received eleven responses and invited the top four offerors for an interview to submit and demonstrate their competence, experience and qualifications for their company in providing these services. The committee ranked the top ranked companies as follows:
