Bill Williams Tire Center of Lubbock, Texas is the City’s primary tire vendor, and the contract was awarded on October 11, 2022. In an effort to protect the City from volatile market forces that include raw material scarcity, supply chain issues, and labor shortages, and to also ensure that the City’s tire needs could be met, RFP 23-16981-SB was created for secondary tire contracts for tire acquisition, installation and flat repair services. In response to RFP 23-16981-SB, five (5) bids were received and opened on December 6, 2022. The Fleet Evaluation Committee assessed the proposals and ranked the vendors based on the following criteria: Pricing (60 Points), Qualifications/Experience (15 Points), Proposed Services (15 Points), and References (10 Points). After evaluations, the following ranking was obtained based on the cumulative point total awarded by the Fleet Evaluation Committee members to the five (5) vendors:

The Fleet Evaluation Committee recommends awarding contracts to the top four (4) vendors who submitted proposals to ensure proper coverage of the City’s tire needs: 1) Southern Tire Mart LLC of Columbia, Mississippi, in the amount of $1,132,082.20 2) Deco Tire Inc. of Lubbock, Texas, in the amount of $974,017.88 3) McWhorters, Ltd. of Lubbock, Texas, in the amount of $1,010,979.00 4) Williams Brake, Tune, & Tire LLC of Lubbock, Texas, in the amount of $632,577.52 Multiple vendors will allow for the increased flexibility and decreased downtime of vehicles. Services will be performed on an as-needed basis. |
