Resolution - Water Utilities:
Consider a resolution suspending the requested effective date of a rate change, for ninety days, in regard to a Notice of Proposed Rate Change by CSWR-Texas Utility Operating Company, on behalf of the Franklin Water Systems.
Item Summary
CSWR Texas Utility Operating Company (CSWR) recently purchased the Franklin Water Systems #1 (FWS-1) located within Lubbock's incorporated boundaries and Franklin Water System #3 (FWS-3), which is located outside Lubbock's incorporated boundaries. Both systems are located near the intersection of North County Road 2800 and State Highway 62 (Idalou Road) in Lubbock County. The City of Lubbock supplies water to FWS-1.
CSWR owns and operates over 70 public water systems in the state of Texas. On February 3, 2023, CSWR filed a request with the Public Utility Commission of Texas (PUC) and other regulators, to increase water and wastewater rates for its Texas customers. CSWR's proposed rate changes are subject to the approval of the PUC, and certain municipalities, including the City of Lubbock, since FWS-1 is located within Lubbock's city limits. Since the proposed effective date of the rate increases is March 10, 2023, and the City of Lubbock needs time to review the request, this resolution suspends the effective date of the rate increase 90 days or until June 8, 2023.
