Citibus Comprehensive Operational Analysis Chris Mandrell, general manager of Citibus, gave a presentation on the Citibus Comprehensive Operational Analysis and answered questions from City Council. In addition, Mr. Mandrell presented on the upcoming facility feasibility study; the Citibus on-demand and paratransit program; the alternative system map; and the Citibus Covid-19 vaccine service. |

Lubbock Cultural Arts Foundation Update and Presentation of the Texas Film Commission’s Film Friendly Designation to the City of Lubbock Stacy Keith, executive director of the Lubbock Cultural Arts Foundation, gave a presentation on the city of Lubbock receiving the Film Friendly Designation from the State of Texas and answered questions from City Council. A video was played for City Council and those in attendance, featuring the certification ceremony and the formal presentation of the Film Friendly Designation to Mayor Pope by Kim LeBlanc and Stephanie Whallon, with the Texas Film Commission; and Adriana Cruz, with the Office of the Governor. Additionally, a video produced by Texas Tech Public Media showcasing the city of Lubbock was played for City Council and those in attendance. Ms. Keith expressed her gratitude to the City Council and City staff for their efforts and assistance in receiving this designation. |

Presentation and Discussion Regarding City Ordinance and Policy on Sale of Water to Entities Outside the City Limits Jarrett Atkinson, city manager, introduced the item and gave comments to City Council. Wood Franklin, division director of public works, gave a presentation on the ordinance and policy that governs the sale of water to entities outside the city limits and answered questions from City Council. Topics discussed included: the current water supplies for the city of Lubbock; an overview of the Canadian River Municipal Water Authority (CRMWA); the current ordinance in place that governs the sale of water to entities outside of the city limits; current water rates (residential, commercial, and wholesale rates); current wholesale contracts; and overall water demand within the city of Lubbock. Discussion ensued among the City Council on the current ordinance that governs the sale of water and on recent inquires received by the City of Lubbock from entities interested in purchasing wholesale water. There was consensus among City Council that the investments that have been made, and those that will be made in the future, should primarily benefit the citizens of Lubbock. |

Downtown Civic Park Public Engagement Roll-Out Brianna Gerardi, business development director, gave a presentation on the Downtown Civic Park Public Engagement Roll-Out and answered questions from City Council. Ms. Gerardi displayed an example of the Lubbock Civic Park website that citizens will use to engage with staff, give comments, and provide recommendations related to the design of the park. Mayor Pope gave direction for staff to provide periodic updates to City Council on the progress and results of the Community Engagement Input Session. |

Presentation of a Special Recognition in support of Colorectal Cancer Awareness Month in Lubbock
Council Member Juan A. Chadis and Council Member Randy Christian presented a Special Recognition in support of Colorectal Cancer Awareness Month in Lubbock. Council Members Chadis and Christian each shared their personal experiences with colorectal cancer and stressed the importance of screening and early detection.
Mayor Daniel M. Pope recognized Dr. Davor Vugrin, who was unable to attend, for his efforts to prevent and treat colorectal cancer as president of the West Texas Colon Cancer Prevention Task Force.
