FY 2020-21 Sales Tax Update and Discussion Blu Kostelich, chief financial officer, gave a presentation on FY 2020-21 Sales Tax updates, possible budget adjustments as they relate to sales tax revenues, and answered questions from City Council. |

Future Needs Follow-Up and Recommendations Jarrett Atkinson, city manager, gave a presentation on City Council priorities, future needs, and answered questions from City Council. Council Member Jeff Griffith, chair of the City Council Priorities sub-committee; Council Members Shelia Patterson Harris and Latrelle Joy, members of the City Council Priorities sub-committee; Robert Taylor, chair of the Central Business District Tax Increment Financing Reinvestment Zone Board of Directors; and Mont McClendon, City of Lubbock's downtown master developer/McDougal Properties, gave comments and answered questions from City Council. Mr. Atkinson presented on a review of the 2014 Citizens Advisory Committe Report and the progess made on the recommendations of that report; a review of the City Council Priorities sub-committee recommendations on potential certificate of obligation items and their fiscal impact; a review of the current list of arterial streets that are included in current proposals; and an update on recommendations related to the Broadway project. Discussion ensued among the City Council regarding prioritization and potential financing options for each project. Mayor Pope gave direction for staff to develop a finalized report, including pricing and financing options, and be prepared to present to City Council on April 13, 2021. |

Presentation of a Special Recognition to Lubbock Independent School District recognizing Youth Art Month in Lubbock
Mayor Daniel M. Pope presented a special recognition, to Lubbock Independent School District, recognizing March as Youth Art Month in Lubbock. Andrew Babcock, executive director of fine arts for Lubbock ISD, gave comments and expressed appreciation, on behalf of Lubbock ISD and the fine arts staff, to the Mayor and City Council. Mr. Babcock also thanked Nealy Holly, visual arts coordinator for Lubbock ISD; and Bobbie Sorenson, fine arts administrative assistant for Lubbock ISD, who were present to receive this recognition.

Presentation of a Special Recognition honoring the Lubbock High School Girls Swim Team for Winning the UIL State Swim Championship
Mayor Daniel M. Pope presented a special recognition honoring the Lubbock High School Girls Swim Team for winning the UIL State Swim Championship. Head Coach Trey Hayes gave comments and thanked his coaching staff, athletes, parents, and Lubbock ISD administration for their hard work and dedication in achieving this goal. Coach Hayes also introduced all athletes and coaches who were in attendance to receive this recognition.

Presentation of a Special Recognition in honor of Eva Smith on her retirement after 40 years of service to the City of Lubbock
Mayor Daniel M. Pope and Rebecca Garza, city secretary, presented a special recognition in honor of Eva Smith, vital statistics coordinator, on her retirement after 40 years of service to the City of Lubbock. Ms. Smith gave comments and thanked Ms. Garza, her staff in vital statistics, and her family for their support during her career.

Citizen Comments - According to Lubbock City Council Rules, any citizen wishing to appear in-person before a regular meeting of the City Council, regarding any matter posted on the City Council Agenda below, shall complete the sign-up form provided at the meeting, no later than 5:00 p.m. on March 23, 2021. If a citizen is attending the meeting by video or teleconference, they may submit a citizen comment by email at citizencomments@mylubbock.us, no later than 2:00 p.m. on March 23, 2021. Submitted comments must include name and address. Each comment will be read aloud for a period of time not to exceed three minutes pursuant to City Council Rules. Citizen Comments is an opportunity for citizens to make comments and express a position on agenda items. Any comment received that is in the nature of asking a question will be referred to an appropriate member of the City staff for a response. Public Hearings – Any person wishing to speak at a posted public hearing (Items 7.1 - 7.7)) may do so via Zoom by using the “Raised Hand” feature.
