The purpose of the Southeast Water Reclamation Plant (SEWRP) Effluent Pump Station #2 Improvements Project is to upgrade mission critical pumping and electrical components of the effluent pump station to increase the efficiency and overall reliability of the Wastewater Treatment Plant operation. In response to RFP 22-16274-TF, proposals were received and opened on January 13, 2022. They were as follows:

The proposals were evaluated using the following criteria: 60 Points for Price, 30 Points for Contractor Qualifications, and 10 Points for Construction Time. After evaluating the proposals, city staff along with the project-consulting engineer, Freese & Nichols, Inc., and the most qualified proposer, Acme Electric Company, Inc., worked to identify value-engineering solutions to reduce the project costs to better meet budgetary constraints. Acme Electric Company and FNI have identified a series of value engineering solutions that result in a $141,500 reduction in the contract price yielding a revised total of $6,791,000. The contract is awarded by the unit price. The total amount of the award is estimated based on expected quantities and actual expenditures may be more or less depending on actual quantities. The price per unit will not change. Time for substantial completion is 585 consecutive calendar days and time for final completion is 635 consecutive calendar days with liquidated damages of $3,000 for each consecutive calendar day past substantial completion and $4,000 in liquidated damages for each consecutive calendar day past final completion. Staff and the evaluation committee recommend award of the unit price contract to the highest ranked proposal, Acme Electric Company, Inc. of Lubbock, Texas for $6,791,000. |
