Presentation and Discussion of the FY21 Annual Comprehensive Financial Report (ACFR) Blu Kostelich, chief financial officer, introduced the item, gave comments, and answered questions from City Council. Jennifer Ripka, enagagement partner with Weaver, gave a presentation and answered questions from City Council on the FY 2020-21 Annual Comprehensive Financial Report (ACFR) as it relates to the audit process, audit cycle, and audit results and communications. Mr. Kostelich gave a presentation on the FY 2020-21 Annual Comprehensive Financial Report (ACFR) as it relates to revenues, including property tax, sales tax, fees, charges for services, franchise fees, other taxes, and miscellaneous revenues; expenses, including general administrative expenses, police, fire, and other public safety expenses, public works, debt, and capital outlay; General Fund, Water/Wastewater, Storm Water, and Lubbock Power & Light revenues, expenditures, and fund balances; investment portfolio allocation and performance; debt summary and credit ratings; pension funding and fixed cost comparison; and Lubbock Fire Pension Fund performance. Jarrett Atkinson, city manager; and Joe Jimenez, financial planning and analysis manager for LP&L, gave comments and answered questions from City Council. |

Continuing American Rescue Plan Act (ARPA) Discussion Jarrett Atkinson, city manager, introduced the item, gave comments, and answered questions from City Council. Bill Howerton, deputy city manager; Stacy Keith, executive director of the Lubbock Cultural Arts Foudation; and Erik Rejino, assistant city manager, gave a presentation and answered questions from City Council on American Rescue Plan Act (ARPA) funds as they relate to the affordable housing project, the small business relief fund, non-profit assistance, the proposed grant program benefiting the Lubbock arts community, job training projects, and the broadband expansion project. Mr. Atkinson gave a presentation on American Rescue Plan Act (ARPA) funds as they relate to the City of Lubbock and answered questions from City Council. Topics discussed included: an update on the ledger, available balances, the status of projects that have been approved, the status of projects currently in development, and potential projects related to parks and recreation. City Council gave direction to staff to prepare the contracts related to the affordable housing project and place them on the March 22, 2022, agenda for consideration. Additionally, there was consensus among City Council to increase the parks and recreation placeholder to $6 million. |

Presentation of a Special Recognition in support of Colorectal Cancer Awareness Month in Lubbock
Council Member Randy Christian presented a Special Recognition in support of Colorectal Cancer Awareness Month in Lubbock. Jennifer Puryear, with the American Cancer Society, gave comments on behalf of the South Plains Colorectal Cancer Task Force and thanked City Council for the recognition. Additionally, Ms. Puryear recognized and thanked Dr. Davor Vugrin, who was unable to attend, and representatives of the Larry Combest Health and Wellness Center and the Texas Tech University Health Sciences Center, who were in attendance to receive this recognition, for their efforts and participation in the Task Force.
