Parks and Recreation Master Plan Update Presentation by Halff Associates, Inc. Colby VanGundy, director of parks and recreation, introduced the item, gave comments, and answered questions from City Council. Jarrett Atkinson, city manager, gave comments and answered questions from City Council. Aaron Tuley, with Halff Associates, gave a presentation and update on the Parks and Recreation Master Plan and answered questions from City Council. Topics discussed included: the operations-based assessment results, including an overview of operating expenditures, revenue, staffing, and comparisons of each category with similar cities in Texas; Chapter 4, indoor recreation and aquatics, of the Parks and Recreation Master Plan, including existing conditions, demands-based assessment results, standards-based assessment results, and options and recommendations; and Chapter 5, Canyon Lakes, of the Parks and Recreation Master Plan, including an overview of trails and waterways and next steps. Brent Luck, with Luck Design Team, gave a presentation on Chapter 3, sports and athletic facilities, of the Parks and Recreation Master Plan and answered questions from City Council. Topics discussed included: the competitive benchmark analysis results; existing and proposed levels of service based on National Recreation and Park Association (NRPA) standards; facilities needs analysis; and third party athletic programming participation. |

Presentation of Lubbock Fire Rescue Annual Report Shaun Fogerson, fire chief, gave a presentation on the Lubbock Fire Rescue Annual Report and answered questions from City Council. Topics discussed included: an overview of the operations section, including suppression, the medical division, and the training division; operations activities, including calls for service statistics and trends, and an overview of the various classifications of fire incidents; response time statistics and trends; department staffing and structure; Fire Marshal's Office activities; fire injury and death statistics and trends; and major accomplishments of the Office of Emergency Management during 2021. |

Presentation of a Special Recognition in honor of the Regional National History Day Competition winners
Council Member Randy Christian presented a special recognition in honor of the Regional National History Day Competition winners. Charles Olivier, director of the Texas Tech University K-12 Global Education Outreach Program/regional coordinator of the South Plains Regional History Day, gave comments and thanked City Council for the recognition. Additionally, the following competition winners, who were in attendance, introduced themselves and stated the topic of their project to City Council and those in attendance: Riley Smith, Kenneth Walker, Zade McClure, Adrita Roy, Alicia Huerta, Annika Quirino, Briley Harrison, Isabel Myers, and Carice Chen.

Presentation of a Special Recognition honoring the Lubbock High School Girl’s Swimming & Diving Team for winning their third straight UIL State Championship
Mayor Daniel M. Pope presented a special recognition honoring the Lubbock High School Girl's Swimming & Diving Team for winning their third straight UIL State Championship. Head Coach Trey Hayes gave comments and thanked his coaching staff, athletes, parents, and Lubbock ISD administration for their hard work and dedication in achieving this goal. Coach Hayes also introduced all athletes and coaches who were in attendance to receive this recognition.

Presentation of a Special Recognition in celebration of the 2022 Lubbock Arts Festival
Mayor Daniel M. Pope presented a Special Recognition in celebration of the 2022 Lubbock Arts Festival. Edson Way, Lubbock Arts Alliance Board Member; and Elizabeth Grigsby, executive director of Lubbock Arts Alliance, gave comments, thanked City Council for their continued support of the arts in Lubbock, and invited all Lubbock citizens to attend the 2022 Lubbock Arts Festival at the Lubbock Memorial Civic Center on Saturday, April 9, 2022, from 10:00 a.m. to 6:00 p.m., and Sunday, April 10, 2022, from 12:00 p.m. to 5:00 p.m. Additionally, a video showcasing the 2022 Lubbock Arts Festival was played for City Council and those in attendance.

Recognition of Appointments Advisory Board Mayor Daniel M. Pope presented a special recognition to the Appointments Advisory Board, recognizing their efforts in recruiting and recommending appointments to the various City of Lubbock Board and Commissions. Mary Gerlach, chair of the Appointments Advisory Board, thanked City Council on behalf of the Board for the recognition and the opportunity to serve, gave comments on the importance of board and commission service, and encouraged all Lubbock citizens who are interested in serving to submit an application with the Office of the City Secretary. |
