Resolution - Aviation:
Consider a resolution authorizing the Mayor to execute Amendment 2A to Contract 15200, with RS&H, Inc., for the Information Technology and Security Revisions at the Customs and Border Location at Lubbock Preston Smith International Airport.
Item Summary
The City of Lubbock has requested RS&H, Inc. under the on-call planning agreement to incorporate Information Technology (IT) and Security design revisions which were requested by Customs and Border Protection (CBP) for the relocation of the CBP facility in which construction has already commenced.
The scope includes provisions for the following general summary items:
Revision of the Physical Access Control System (PACS) design drawings and specifications from RS&H, Inc. connected to the CBP Network and the Genetec Security Center connected to the airport security network, via a new wireless connection (from the GAF roof to the terminal building);
Revision of the Video Management System (VMS) from Vicon connected to the CBP network, to be Genetec Omnicast integrated into the Airport's Genetec Security Center. Cameras will be programmed to automatically queue up alarm events within the camera's view;
Revision of the design to provide PACS/VMS workstation in the general office with dual monitors and speakers for local monitoring;
Revision of the Intrusion Detection System (IDS) to be monitored by the Airport Operations Center;
Revision of the Local Area Network (LAN) room layout to be divided with a chain-link fence and sliding gate, controlled by a restricted key. The front half of the room will house access control and video surveillance systems, and the back half will support CBP circuits and data equipment, and will be restricted to CBP personnel access; and
Revision of the communications drawings to include an analog fax line in the general office.

The planned IT and Security revisions are expected to extend the construction schedule by 8 weeks.
The airport will be responsible for the operations and maintenance expenses of the facility once the facility is commissioned. CBP has provided estimates for cost savings based on the proposed revisions. The estimated operations and maintenance cost savings over a 5-year period ranges from $76,000 to $90,000.
Airport Staff and the Airport Advisory Board recommend approval of Amendment 2A, with RS&H, Inc., for $49,556.37.
Fiscal Impact
Amendment 2A with RS&H, Inc. will be funded from Capital Improvement Project 92619, Airport Facility Improvements.
