In May 2022, the City Council approved $7,000,000 of American Rescue Plan Act (ARPA) funding for the Parks and Recreation Department, with $1,100,000 dedicated to 5 playground replacements. The Department manages a total of 56 playgrounds throughout the City. Staff evaluated each playground through a Playground Safety Maintenance Checklist to determine which playgrounds were in critical need of replacement. Based on the rankings, staff concluded that the playgrounds at Mahon Park, Crow Park, Higinbotham Park, Davis Park, and Cooke Park would be the five parks in most need for replacement. Staff contacted We Build Fun, Inc., to provide quotes to replace the play equipment, stabilize and install site drainage systems, and install fall zone materials. The contract is for the following:
• Site soil preparation,
• Installation of sub-surface drainage system,
• Installation of new playground equipment and pieces,
• Installation of new bonded rubber safety surfacing, and
• Shipping and handling.
Demolition of existing playground structures will be completed by Parks and Recreation Staff.
Per BuyBoard Contract 679-22, the Purchase Orders to be executed are:
PO 10026245 - Cooke Park for $200,986.70;
PO 10026242 - Crow Park for $195,623.06;
PO 10026244 - Davis Park for $193,064.55;
PO 10026243 - Higinbotham Park for $205,277.96; and
PO 10026240 - Mahon Park for $205,411.82.
The five playground structures are available for a total of $1,000,364.09 from We Build Fun, Inc., of Allen, Texas. BuyBoard is a local Government Purchasing Cooperative created to increase the purchasing power of government entities and to simplify their purchasing by using a customized online purchasing system. Its purpose is to obtain the benefits and efficiencies that can accrue to members. Time for completion of the installation process is 60 consecutive calendar days from the Notice to Proceed, with a 16-20 week lead time for materials, per playground. Liquidated damages are $100 per day, assessed after the project due date. |
