Consider a resolution authorizing the Texas Housing Foundation (THF), to operate within the territorial boundaries of the Lubbock Housing Authority (LHA), which will allow THF to explore options to address Lubbock's shortage of safe and sanitary affordable housing available to lower-income persons.
Item Summary
The Texas Housing Foundation (THF) is a Texas regional housing authority that has expertise in providing, developing, financing, and managing housing projects that are affordable to lower-income residents. THF will be exploring options for low-income rental housing in Lubbock. In order to operate within the jurisdiction of Lubbock Housing Authority (LHA), the Texas Local Government Code, Section 392-017(d)(2) requires the governing body of the municipality and the municipality's housing authority, to adopt a resolution declaring a need for a regional housing authority to exercise its powers in the municipality, and to authorize a cooperation agreement under Texas Local Government Code Section 392-059(b).
The City of Lubbock and (LHA) took similar actions in September 2016, that allowed THF to enter into an ownership agreement of the Stone Hollow, Park Meadows 1 and Park Meadows 2 apartment projects. Today's action is required to allow THF to expand their operation in Lubbock. LHA's Board of Commissioners passed a similar resolution and joint agreement during their regularly scheduled meeting on March 9, 2023.
