The City Council of the City of Lubbock, Texas met in special session on the 4th of March, 2026, in City Council Chambers, Citizens Tower, 1314 Avenue K, Lubbock, Texas at 11:00 a.m.

Present:

Mayor Mark W. McBrayer; Mayor Pro Tem Christy Martinez-Garcia; Council Member Tim Collins; Council Member Gordon Harris; Council Member Brayden Rose; Council Member Dr. Jennifer Wilson; City Manager W. Jarrett Atkinson; City Secretary Courtney Paz; City Attorney Matt Wade

Absent:

Council Member David Glasheen

Note:

City Council addressed agenda items in the following order:

REGULAR SESSION

State of the City Address and Panel Discussion - concerning the Lubbock economy, economic development, employment, core services, including but not limited to: utilities
(water, wastewater, and electricity), development and redevelopment, public safety, crime, streets and transportation, community services, facilities, infrastructure, parks and recreation, and other modes of delivery of governmental services; budgetary matters, and the operations, communications, programs, and personnel of the City of Lubbock. No action will be taken by the Lubbock City Council.

Mayor Mark McBrayer introduced invocation speaker Reverend Paul Carpenter.

Reverend Paul Carpenter, First Christian Church of Lubbock, led the invocation.

Wendell Burris, president of the Lubbock Apartment Association, gave opening remarks and welcomed those in attendance.

The Lubbock Police Department and Lubbock Fire Rescue Honor Guard presented the colors; the pledges of allegiance, to the United States and Texas Flags were led by Sarah Weede; and Toby and Jason Burt, with BurtBoys806, performed the national anthem.

Mayor McBrayer delivered the 44th Annual State of the City Address and presented a Spirit of Lubbock award to Rose Wilson.

12:53 P.M. CITY COUNCIL ADJOURNED

There being no further business to come before Council, Mayor McBrayer adjourned the meeting.

The March 4, 2026 Special City Council Meeting minutes were approved by the City Council on the 14th day of April, 2026.
