On June 9, 2020, the City Council approved Resolution No. 2020-RO187 to approve and adopt the Updated Downtown Master Plan, as recommended by the Central Business District Tax Increment Financing Reinvestment Zone (CBD TIF) Board of Directors. The plan included many recommendations for downtown redevelopment, and one of the recommendations is for the creation of a Downtown Parking Master Plan. The goal of the Parking Master Plan will be to inform the development of an efficient, cost-effective, and customer-focused parking management plan that will leverage current assets to support and promote continued growth in the downtown district. Statements of Qualifications for an accomplished consulting firm to develop a Parking Master Plan for Downtown Lubbock were received from 7 firms that were evaluated by an RFQ committee based on the following 5 criteria: Project Team Organization and Qualifications (30%), Experience on Similar Projects (15%), Project Approach (30%), Community Engagement Approach (15%), and Overall Responsiveness to the RFQ (10%). The RFQ committee evaluated the proposals submitted in response to RFQ 21-15680-KM, and after oral presentations, the following scores and rankings were developed:

Based on the committee's recommendation, contract negotiations were conducted with WGI, Inc., and fair and reasonable rates were agreed upon for a total contract amount not to exceed $99,500. This contract is for 10 months, and the scope of work will include the development of a comprehensive Parking Master Plan for Downtown Lubbock. |
