Resolution - Public Health Services:
Consider a resolution authorizing the Mayor to execute Amendment No. 2 to Contract HHS000109800001, for the Immunization/Locals (Imm/Locals) Grant Program, and any associated documents, by and between the City of Lubbock and the Texas Department of State Health Services (TDSHS).
Item Summary
This grant enables the Health Department to implement an immunization program for children, adolescents, and adults. In addition to providing immunizations, the grant funds are used to enhance public health work to eliminate barriers to accessing immunizations, to support local providers in the provision of immunizations, and to expand immunization education.
This grant provides support for salary and fringe benefits for 5 positions; Lead Public Health Nurse (60%), Senior Licensed Vocational Nurse (100%), Licensed Vocational Nurse (50%), Texas Immunization Registry (ImmTrac) Outreach Specialist (100%), and Customer Service Representative (50%), to conduct Immunization services and education within the city of Lubbock.
Partial listings of the activities associated with the State Fiscal Year (SFY) 2020 objectives of the grant include:
1) Implement a comprehensive plan to aensure that immunization services and vaccines are available to medically underserved and/or under-immunized children and adults living in areas where coverage is low (pockets of need);
2) Conduct educational, promotional, and outreach activities for the public to enhance immunization awareness, including distribution of DSHS-provided materials;
3) Inform, educate, and empower people about health issues;
4) Investigate and document all reportable suspected and confirmed vaccine-preventable disease cases within thirty (30) days of notification;
5) Actively educate public and private providers on vaccine recommendations, reporting of vaccine-preventable diseases, recordkeeping, the use of Vaccine Information Statements (VIS), the Texas Vaccines for Children (TVFC) program, and the ImmTrac registry.
Fiscal Impact
The amendment is for an additional $232,115 to fund the program for state FY 2022 plus an additional $88,798 to support COVID response.
