Resolution - Lubbock Power & Light:
Consider a resolution authorizing the Mayor to execute a Fourth Amendment to the Professional Services Agreement by and between the City of Lubbock, acting by and through LP&L, and TMG Utility Advisory Services, Inc., (TMG) regarding professional consulting services related to implementation of various systems for Lubbock Power & Light.
Item Summary
LP&L selected TMG in June 2018 to provide professional services related to the Program. The Program consists of the Advanced Metering Infrastructure (AMI), Customer Information System (CIS), Meter Data Management (MDM) and the Mobile Workforce Management (MWFM) Systems.
The original plan was to complete the overall Program, including post go-live activities, as of May 2021. City of Lubbock Utilities (COLU) staff has identified multiple tasks where additional assistance and services are required to complete the Program. The flooding and subsequent relocation of the COLU staff, as well as the loss of key employees, directly contributed to tasks not being completed by the original end date.
The requested services support the completion of the Program as well as post go-live stabilization. The TMG amendment incorporates the addition of 5,701 hours of additional work provided by TMG to provide support and training. The additional hours raise the overall contract price by $865,710, from $4,400,595 to $5,266,305. The amendment also extends the term of the contract for an additional 12 months.
Additional changes to the work provided by TMG are itemized in Exhibit 3, attached to the Fourth Amendment. Those changes are as follows:
The Itron AMI network performance does not currently meet ITRON’s contractual commitments and TMG’s assistance is required to support pre-final acceptance. Additionally, TMG will continue to support the scheduled ITRON data center move.
TMG staff will provide support and training of COLU staff to evaluate and adjust meter data in MDM, establish an AMI head end ITRON OpenWay Operations Center (OWOC) test environment, and upgrade to the next release of OWOC software.
TMG staff will provide a Secure File Transfer Protocol (SFTP) location through November 1, 2021, that will be used by LP&L to transfer files produced by CIS or received from vendors to be used by CIS. TMG will provide support and guidance to migrate the transfer of files produced by Oracle Customer Cloud Service (CCS) or received from vendors to be used by Oracle CCS to the SFTP server provided by Lubbock on or before November 1, 2021.
TMG staff will provide support and training of COLU staff to define, develop, test and migrate additional reports needed by COLU, LP&L, as well as other City Utilities and service departments. Additional training will be provided for Oracle CCS upgrade to 20C and the use of the Azure DevOps tool.
The initial meter configuration within CCS was designed to support customer billing. Additional information can be provided by AMI to assist other departments within LP&L. TMG will complete the AMI changes required to accept and store the information into CCS.
An additional table has been added to Section 7 to show new contracted hours and costs related to the Program
Fiscal Impact
A total financial impact to the Program budget is $865,710. A total of
